Description
Design and construct family housing replacement units at the Marine Corps Base Hawaii, Kaneohe Bay, Hawaii. Total of 212 existing housing units will be demolished and replaced with 212 new units. Construction of 30 units(Project H-570) will be awarded in Fiscal Year 2001 with pre-priced options to contract for 158 additional units (Project H-571) in Fiscal Year 2002 and 24 additional (Projects H-571 & H-563) units in Fiscal Year 2003. The performance period for 30 units is 320 calendar days (110 days for design and 210 for construction). The performance period for 158 units is 520 calendar days (120 for design and 400 for construction). The performance period for 24 units is 220 calendar days (70 for design and 150 for construction). The work includes the completion of design and construction of all structures, utilities, roads, walkways, landscaping, and all other required improvements, both on and off site, necessary to provide facilities complete and ready for use. The work includes quality controls and inspection of all construction work. The budget ceiling is $7,300,000 for 30 units of H-570, $35,780,000 for 158 units of H-571 (Option 1) and $5,400,000 for 24 units of H-571 and H-563 (Option 2) The NAICS Code for this procurement is 23322 and the annual size standard is $27.5 Million. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the Offeror proposing the best value to the Government from a standpoint of the technical and price proposal. Price is considered approximately equal to the technical evaluation factors. Technical evaluation factors are as follows: (1) PAST PERFORMANCE, (2) QUALIFICATIONS AND EXPERIENCE, (3) SMALL BUSINESS UTILIZATION, (4) TECHNICAL APPROACH, AND (5) MANAGEMENT PLAN. The Request for Proposal (RFP), CD-ROM only, will be available on or about 2 April 2001 for a non-refundable charge of $67.92. In addition, the AutoCAD files of the Topographic Survey, Site Demolition Plan, Site Development Plan, Axonometric Plan, Building Demolition Plan, Examples of Floor Plan and Front Elevation, Primary Distribution One-Line Diagram Demolition Plan, Primary Distribution One-Line Diagram New Work, and Site Electrical Plan will also be available on a separate CD-ROM at a non-refundable charge of $57.84. The release of the AutoCAD files is strictly limited to providing information necessary to respond to the RFP. Those interested in obtaining a copy of the AutoCAD files must first submit a signed copy of the "Limited Authorization for Use of Electronic Files" form. A copy of this form will be posted on the web site http://www.esol.navfac.navy.mil for downloading. DAPS WILL BE GIVEN AUTHORIZATION TO RELEASE THE AUTOCAD FILES ONLY AFTER A PROPERLY COMPLETED FORM IS SUBMITTED. Also indicate if you are prime, subcontractor, or supplier. Mark the front of the envelope with the RFP No. Allow at least ten days for mailing from the date your request is received. Companies wanting the RFP to be sent via air express service must furnish their express service airbill label with the recipient's name, telephone no., company name, address, company's account no., and type of delivery filled in. Failure to provide any of the above information, as indicated, may delay the processing of your request and is at no fault of the Government. Planholder's list will be available after the solicitation is issued and may be obtained at http://www.hawaii.wnbt.daps.mil/PACDIV/pacdiv.htm. Please note that the DAPS planholder's list may not be all inclusive. ANY REQUEST FOR SOLICITATION RECEIVED WITHIN 10 WORKING DAYS PRIOR TO THE CLOSING DATE WILL BE PROCESSED IN ACCORDANCE WITH THE ABOVE PROCEDURES. HOWEVER, THERE IS NO GUARANTEE THAT THE RECIPIENT WILL RECEIVE THE SOLICITATION PRIOR TO THE CLOSING DATE. AMENDMENTS WILL BE POSTED ON THE WEB SITE http://www.esol.navfac.navy.mil FOR DOWNLOADING. THIS WILL NORMALLY BE THE ONLY METHOD OF DISTRIBUTING AMENDMENTS. THEREFORE, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
