Description
The Pentagon Renovation Office is announcing its intent to conduct a full and open competitive procurement, utilizing a two-phase, design-build source selection process for the design-build of the Pentagon's Physical Fitness and Readiness Facility (PFRF). The Phase I Request for Qualifications (RFQ) solicitation will be issued on or about March 23, 2001. The Phase I RFQ will be posted to the PFRF page of the Pentagon Renovation web site located at http://renovation.pentagon.mil. No hard copies of the RFQ will be issued. RFQ responses will be evaluated to determine which offerors will be invited to submit proposals in response to the Phase II Request for Proposals (RFP). A September 2001 award is anticipated. It is the Government's intent to award one contract using best value competitive procedures. The anticipated contract will be a fixed price incentive (firm target) contract with award fee. The contract will provide for the design-build of a new Physical Fitness and Readiness Facility (PFRF) located on the Pentagon Reservation. In addition, the contract may contain options for the design-build of an auditorium and TV Studio, demolition and abatement of Pentagon Basement Segment 3B, waterproofing and structural repair of the Pentagon Mall Terrace, and reconfiguration of the Mall Plaza/Mall Terrace entrance roads. The total period of performance is approximately three to five years. The scope of this project includes the complete design and construction of a new physical fitness facility in excess of 100,000 square feet. Complexities included in the project are barrier walls separating the construction from the main building, all required utilities, and coordination with other government contractors. A pre-solicitation conference at the Pentagon Renovation Office, 100 Boundary Channel Drive, Arlington, VA is being planned. Once determined, the date and time for the conference will be posted on the PFRF page of the Pentagon Renovation web site. Please visit the web site at regular intervals for further information and for directions and registration procedures. Space at the conference site will be limited; therefore preference for attendance will be for teams who will be proposing as the prime contractor (GC and AE). Offerors may be limited to four (4) attendees per team. All material presented at the conference and the attendance list will be posted to the PFRF page of the Pentagon Renovation web site for all other interested parties to review.
