- Description
- This is a sources sought notice and does not constitute a solicitation for proposal. The US Army TACOM-ARDEC is currently seeking sources for conceptual design packages that will provide the M230 submunition fuze with self-destruct and sterilizing capability. These capabilities will reduce the number of hazardous duds in the target area, thereby minimizing the cleanup required before the area can be safe for friendly forces. The fuze shall meet the envelope requirements of ARDEC drawing 9333825, Rev H, safety requirements of MIL-STD-1316 and comply with the current functional requirement of the M261 rocket. The fuze primary mode shall initiate the grenade at ground / target impact or at an optimal distance just prior to impact. If the primary mode fails the self destruct mode shall initiate all explosive components within the fuze and show a visual indication if the fuze is unarmed, or initiate the grenade if the fuze is armed (self-destruct). The self destruct shall function 20 seconds minimum after cargo ejection. The maximum time for the self destruct mode shall be negotiated depending upon the system employed. The fuze shall not arm in the primary mode prior to rocket launch and cargo deployment. The fuze shall be locked in the safe position with at least two independent devices at all times. The two safeties shall be in place before the fuze is loaded into the cargo warhead. The fuze shall provide an arming time delay of between 1 and 2 seconds after cargo ejection. The fuze self destruct mode shall not be enabled prior to cargo deployment. The fuze shall sterilize (Shall not arm and not have the potential to initiate the grenade, when subjected to environments that result in inadvertent expulsion from the warhead. ) the grenade, if the grenades are accidentally expelled from the warhead body prior to rocket motor launch. The fuze shall have visible indication that it has been sterilized within 60 seconds after accidental expulsion from the warhead. The reliability sought is a hazardous dud ( when the initiating explosives are still present in the fuze.) rate of less than 1 percent for all ranges (1 km to 6 km) at the operational temperatures (-50F to 150F). The primary functioning rate shall be greater than 93.7 percent for all ranges. Firms should provide a summary of their company's capabilities including a description of facilities, personnel and past experience to meet this requirement by 26 March 2001 via email to mshuster@pica.army.mil. Brochures can be sent to U.S. Army TACOM-ARDEC, Picatinny Center for Contracting and Commerce, ATTN: AMSTA-CM-CPE, Bldg. 10, Marianne Shuster, Picatinny Arsenal, NJ 07806-5000. Respondents to this notice will not be notified either of the receipt or the assessment of the information submitted. This market survey is for information planning purposes only, does not constitute a RFP, and is not to be construed as a commitment by the Government. See numbered Notes 9 and 25.
