Description
Naval Air Warfare Center Aircraft Division intends to contract with Support Terminal Service, 17304 Preston road, Suite 1000, Dallas, TX 75252-5623 for the storage of approximately 168,883 gallons of Government-owned distillate fuel and for engineering and technical monitoring services. The fuel to be stored by the Navy is used for base-line engine tests as well as a blending stock for the formulation of various test fuels. It consists of various hydrocarbon chemicals and is similar to Diesel Fuel #2. It has a flash point greater than 60 degrees C (140 degrees F), and is a class 3 hazardous material (flammable liquid). The fuel is to be stored in a single segregated tank to prevent co-mingling with or contamination by any other facility stocks. The storage tank shall be completely compatible with the fuel and shall afford the capability for obtaining routine; all-level samples shall be gathered by the contractor upon request by the Government. The contractor will not be required to perform any analyses of any fuel samples drawn. All piping associated with the movement of this fuel (both suction and discharge) shall be dedicated to the tank in which the fuel is stored. The tank and associated, dedicated piping shall be capable of receiving fuel from and discharging fuel to both barges and tanker trucks. The tank and associated, dedicated piping shall also be capable of filling standard 55-gallon drums with the stored fuel. The contractor is to ensure that the environment in which the fuel is stored as well as all tanks, pumps and pipelines, shall be maintained in a clean, dry and odor free conditions. The facility shall be storage and discharge of flammable/hazardous liquid. All technical personnel assigned to this project shall be certified in accordance with industry standards to perform engineering monitoring and distribution management support services for flammable/hazardous petroleum produce and materials. The storage facility is to be located within a 200 miles radius of the Naval Surface Warfare Center, Carderock Division, Philadelphia Naval Business Center, Philadelphia, PA 19112-5083. Storage of this fuel is expected to be required for at least one year and may be extended for up to five years. This is not a solicitation. No RFP will be issued on the basis of this Notice of intent. If sufficient competition warrants, a formal RFP will be issued. Response to this Notice of Intent to negotiate with Support Terminal Service should be submitted no later than 15 days from the date of this synopsis to Contract Specialist Code: 2.5.1.4.2.7 Naval Air Warfare Center, Aircraft Division, Patuxent River, Maryland 20670-1463. Submitted responses should include the company and the capabilities of their facility that are listed: (a) a description of products typically stored in the proposed tank prior to receipt of the Government fuel, (b) a description of procedures to be followed in removing prior product from the tank, (c) a description of procedures to be followed in cleaning the tank and associated piping in preparation for receipt of the fuel to be stored, and (d) a description of procedures to be followed to ensure that the stored fuel is not contaminated by other facility stocks.
