- Description
- The Department of Housing and Urban Development is issuing a nonrestrictive, Full and Open Request for Proposal (RFP) under Part 15, of the Federal Acquisition Regulations. The service is to establish on-line contracts with multiple national credit repositories for purchase of archival credit history data to use in research on an as needed basis. The Government anticipates multiple awards of an Indefinite Quantity (IQC). Task Orders will be issued under this IQC which will cover research in three broad areas: FHA ANALYSIS for the development, updating, monitoring or scoring systems; stand-alone default studies and analysis of delinquencies; AFFORDABLE LENDING to currently underserved borrowers and GOVERNMENT SPONSORED ENTERPRISES (GSE) REGULATORY STUDIES which will evaluate GSE regulatory requirements. OFFERORS MUST HAVE A REPOSITORY WHICH HAS THE CAPABILITY TO ARCHIVE CREDIT REPORT DATA FOR AT LEAST THE LAST FIVE YEARS. The period of performance will be five years, with no options. The RFP release date will be on or before March 27, 2001. Interested parties may obtain a copy of the solicitation by accessing the following web page: http://www.hud.gov/cts/ctsoprty.html. HUD posts all required notices of its contracting opportunities on its "Internet Home Page Contracting Opportunities" site. Potential offerors are encouraged to register with HUD's Electronic Source List (ESL) service. Using this free service, offerors will be electronically registered with this service; and, it ensures offerors will receive e-mail notifications of amendments or questions and answers associated with the solicitation. This solicitation, as well as others, will be identified as "ESL available". To register, offerors must click on the link for e-mail notification where prompted in the RFP announcement on the HUD web page. Offerors who do not register with the ESL service are not guaranteed a response to their request for the solicitation, amendments, and any other information applicable to this RFP, through other means of communicatoion, e.g. fax, e-mail, telephone calls, etc. All amendments and any questions and answers will be posted and may be downloaded from the referenced web site above. Potential offerors who download the solicitation, WITHOUT REGISTERING WITH ESL, will not automatically receive any amendments to the solicitation you have obtained. Potential offerors who experience any difficulty in accessing or downloading the solicitation, or registering with the ESL, should contact the Contract Specialist listed in this synopsis.
