Description
This amendment is issued to address the following questions that were received in response to solicitation number LRF200103, a combined synopsis/solicitation posted on February 9, 2001. QUESTIONS AND ANSWERS: (Q) How can the pit contain free liquids if it contains loose soil? (A) The pit contains water and soil. (Q) Is the pit lined? (A) No. (Q) We are still unclear as when to stop digging. The amendment says that the material is unconsolidated, does this mean that there is a clear line of impacted dirt v. loose unconsolidated dirt? (A) No record of this information is available. (Q) The concrete slab is mentioned in the solicitation, but one of the questions says it will be in a separate proposal. Does this mean that we simply put the concrete to the side and it will be disposed of later? (A) The concrete could be placed back on the hole. (Q) Was the impacted soil placed on plastic in the tank pit? (A) No. (Q) Is this project subject to Petroleum Storage Tank Environmental Assurance FUND regulations for reimbursement, if so, a sample has to be taken for every five (5) hundred tons to verify contamination, and who will be responsible for these samples? (A) The contractor. (Q) Do we supply a separate document with the 6 line items with a detailed description of our approach to this solicitation? (A) This approach is determined by the contractor. (Q) We are proposing a different disposal alternative for this soil, as we operate a state permitted soil treatment facility, and we can recycle the soil for future use, will this be permitted under this solicitation? (A) This is determined by the contractor. (Q) Will PID readings be permitted to determine the extent of contaminated soil, and will laboratory samples be required to determine if all the contaminated soil has been removed before backfill may begin, and if so, who will be responsible for this sampling? (A) The contractor. The due date for quotations is EXTENDED to 4:00PM EST on Thursday, March 15, 2001.
