Description

This is a notice of intent to negotiate a sole source contract with Group Decision Support Systems, Inc (d.b.a. GDSS), 1000 Thomas Jefferson St., Suite 100, Washington, DC, 20007-3835. This is the continuation of support provided to DFAS in the development of a new Strategic Plan. There is a reasonable basis to conclude that substantial duplication of cost to the Government would incur that would not be recovered should this work be competed. GCSS has already conducted thorough interviews with DFAS customers and executives and has facilitated strategic planning sessions with senior management, giving GDSS a unique knowledge of the challenges DFAS faces. This notice of intent is neither a request for quote nor a solicitation for offers. A determination not to compete this procurement is solely within the discretion of the Government.
