Description
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), in conjunction with New York officials, requires a contract for Mauget trunk injection treatments for control of Asian Longhorned Beetle (ALB) Anoplphora glabripennis (Motschulsky) in Manhattan, Brooklyn, Queens, and Long Island in the State of New York. The contract is necessary to reduce the potential for damage from this major pest to trees. ALB bores into and kills a variety of tree species including species of maple, elm, chestnut, birch, poplar, willow, and hackberry. This nonnative pest has the potential to spread to other areas of the United States and cause extensive losses to ornamental and commercial tree species. As a consequence, the Secretary of Agriculture has declared an emergency for the eradication of ALB in the areas identified. This spring APHIS anticipates applying control measures on an estimated 4 treatment areas in Long Island (Massapequa Park, Islip, Lindenhurst East, and Lindenhurst West) with an estimated number of 4,070 (+ or -- 20%) trees, and an estimated 6 treatment areas in the New York City area (Manhattan -- Rupert Park, Manhattan -- Lower East Side, Brooklyn/Queens East River, Flushing Meadows Corona Park, Flushing, and Bayside with an estimated 9,047 ((+ or -- 20%) trees. Therefore, total estimated number of trees for the contract number is 13,117 (+ or -- 20%) trees. The total estimated diameter at breast height (d.b.h.) is 157,212 with an d.b.h. Of 12 inches per tree. The effective period of the contract will be from date of award through September 30, 2001. However, Mauget treatments must be completed prior to adult emergence and flight which begins in late spring and early summer. Therefore, PPQ intends to begin treatments on or about April 16, 2001 and end by mid-June, 2001. Due to the unusual and compelling urgency created by the infestation of ALB, the RFP was issued to companies on the APHIS qualified bidder's list (QBL) on Tuesday, March 13, 2001. Offers are due to the Contracting Officer by 11:00 A.M., Central Time, Wednesday, March 28, 2001. SUBMISSION OF PROPOSALS BY FAX IS PROHIBITED. Consideration for award is limited to companies on the APHIS QBL. Interested companies may apply for consideration for addition to the QBL. However, due to the emergency nature of the ALB eradication program, contract award "will not" be delayed pending approval of QBL applications. QBL applications complete with supporting data must be approved by the Contracting Officer by the time and date specified above for receipt of offers to receive consideration for this contract. Applications approved after the date and time for receipt of offers will be added to the QBL for future consideration. This solicitation is issued on an unrestricted basis, however, award preference will be provided to companies on the QBL certified under the Small Business Administration HUBZone and Section 8(a) programs, and other small and small disadvantaged businesses.
