Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the University of North Carolina at Charlotte, Center for Precision Metrology, Charlotte, North Carolina, for technical assistance services with "International Standards on Surface Texture, Roundness, Cylindricity, Straightness and Flatness. The Contractor shall: 1) Chair ASME B89.3.1 committee on "Roundness" and assist in ASME B46.1 committee on "Surface texture"; 2) Assist at the policy level committee H213 to establish a working relationship between ASME B46, ASME B89 and Y14; 3) Attend ISO committee meetings and coordinate US response to ISO TC 213 documents as a subject matter expert in surface and form metrology; 4) Generate committee drafts and provide technical support at the national and international level; 5) Conduct workshops and explain the content of the standards; and 6) Serve on the ASME board on standardization. The period of performance is one year from date of award. There are also two additional options for one year each. This is a sole source requirement with the University of North Carolina at Charlotte because of their key personnel. Dr. Jay Raja is an internationally recognized technical expert in the multiple areas of dimensional metrology covered by the statement of work. He is the past and current chairman of the U. S. National Standards Committees in the area and a subject matter expert on the U. S. delegation to the International Standards Organization. Dr. Raja is also a member of high-level technical-policy coordination committees in the area (the Board of Standardization of the American Society of Mechanical Engineers and ASME's Committee H213.) This notice of intent is not a request for competitive proposals. However, interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Notes 22 and 26.
