Description
The Federal Bureau of Prisons intends to award a firm-fixed price contract for Construction Management Support Services for the design-build construction of a High Security United States Penitentiary(USP) located near Terre Haute, Indiana. The Construction Management Firm's contract will encompass Construction Management Support Services for a design-build project which includes site work and major construction of a (USP). The USP is currently planned to consist of a group of one, two, and/or four story buildings in a "campus plan" arrangement with a gross building area of approximately 54,000 square meters and be designed to house approximately 1,200 inmates. Total design and construction costs is estimated to be more than $75,000,000. Early Sitework is anticipated to begin in the Summer of 2001 with major construction anticipated to begin in the Fall of 2001. The contract performance period is anticipated to be approximately two and one half years. The proposed Construction Management Support Services are to include, but are not limited to: attendance at design review meetings; review of documents and inspection of construction for conformance with contract requirements; analysis of contractor's CPM schedules and progress reports; maintenance of project files, inspection and testing records, and job diaries; preparation of cost estimates and analysis of change order requests; review of contractor's submittals and payment requests; analysis and recommendation related to claims and disputes; preparation and processing of correspondence and documentation related to these services; and other services required for the successful administration of the project. The selected firm will provide these services using on- site personnel from their own offices and workforce, and any other resources necessary. To be considered, firms must have at least five (5) years experience in management of construction projects of similar scope and complexity, and experience in the analysis of claims and disputes. Failure to identify all site personnel and provide requisite resumes' may disqualify an offeror from further consideration or result in a lower technical score. The following factors, with the exception of price, shall be used to evaluate offers (listed in descending order of importance): past performance, technical, small business subcontracting and price. Evaluation factors are significantly more important than price, however, as proposals become more equal, price becomes more important and may be a determining factor for award. This agency will consider all proposals submitted by responsible sources. The solicitation, which includes instructions for submitting a quote, will be available on or about April 16, 2001.
