- FURNISH ALL LABOR, EQUIPMENT, TOOLS, AND MATERIALS NECESSARY TO PERFORM MAINTENANCE AND RENTAL OF AIRCRAFT FOR THE TEN (10) CIVIL AIR PATROL (CAP) REGIONS. WORK IS TO BE PERFORMED AT THE FOLLOWING LOCATIONS, (MONTGOMERY, AL; KENNESAW, GA; WASHINGTON D.C.; MCGUIRE AFB, NJ; DAYTON, OH; SACREMENTO, CA; DALLAS, TX; MINNEAPOLIS-ST. PAUL, MN; DENVER, CO; AND PUERTO RICO). IT IS THE INTENT OF THIS AGENCY TO NEGOTIATE A SOLE SOURCE CONTRACT UNDER STATUTORY AUTHORITY 10 U.S.C. 2304 (C)(1), SET FORTH IN FAR 6.302-1, (ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR SERVICES WILL SATISFY AGENCY REQUIREMENTS). THIS AGENCY INTENDS TO NEGOITATE WITH CIVIL AIR PATROL, INCORPORATED, 105 SOUTH HANSELL STREET, MONTGOMERY, AL 36112-6332. THE PERIOD OF THIS ACQUISITION IS FOR AN INITIAL ONE YEAR PERIOD FROM 01 OCT 2001 THROUGH 30 SEP 2002 WITH FOUR (4) ONE-YEAR OPTION PERIODS. IN ORDER TO BE CONSIDERED A POTENTIAL SOURCE, INTERESTED PARTIES MUST SUBMIT CLEAR AND CONVINCING DOCUMENTATION DEMONSTRATING THE CAPABILITY TO SATISFY THE REQUIREMENTS SPECIFIED ABOVE AND ADVANTAGES TO THE GOVERNEMNT TO CONSIDER ANOTHER SOURCE. THE DEMONSTRATION SHALL INCLUDE PRICES AND DESCRIPTIVE LITERATURE CONTAINING SUFFICIENT TECHNICAL DOCUMENTATION TO ESTABLISH A BONA FIDE CAPABILITY TO MEET THIS REQUIREMENT. ONLY WRITTEN RESPONSES WILL BE CONSIDERED. ALL RESPONSIBLE SOURCES WILL BE FULLY CONSIDERED. AS A RESULT OF ANALYZING RESPONSES TO THIS SYNOPSIS OF INTENT THE CONTRACTING OFFICER MAY DETERMINE THAT A SOLICITATION WILL BE ISSUED. IF NO AFFIRMATIVE WRITTEN RESPONSE IS RECEIVED WITHIN FIFTEEN (15) CALENDAR DAYS AFTER PUBLICATION OF THIS SNYOPSIS, THAT A COMPARABLE SOURCE IS AVAILABLE, THIS AGENCY WILL PROCEED TO AWARD A CONTRACT WITH THE INTENDED SOURCE MENTIONED ABOVE. SEE THE ATTACHED STATEMENT OF WORK:DESCRIPTION/SPECIFICATION /WORK STATEMENT C1. TYPE OF AIRCRAFT: All aircraft provided under this contract must be registered with the FAA and display current FAA airworthiness certificates. Additionally, aircraft provided must have the following characteristics according to the classification listed: a. Visual Flight Rules (VFR) aircraft: (1) Three axis control monoplane. (2) Meet the Federal Aviation Regulation (FAR) requirements for VFR. (3) Two or more places. (4) At least one navigation system capable of navigating Victor airway structure. (5) At least one 2-way, air-to-ground/air-to-air, VHF communication system with 360 channel capability. (6) Transponder. b. Instrument Flight Rules (IFR) Aircraft: (1) Meet the requirements for VFR aircraft. (2) Meet the FAR requirements for instrument flight rules. (3) At least two independent navigation systems capable of navigating Victor airway structure. (4) Dual independent 2-way, air-to-air/air-to-ground, VHF communication systems with 360 channel capability. c. Twin engine aircraft must meet the criteria listed above for IFR aircraft. C2. CROSS COUNTRY FLIGHTS a. Cross country are authorized at the same rate charged per solo hour, with the exception that a holding charge may be as follows: (1) If the aircraft is away for a 24-hour period but not flown, a holding charge may be added providing the maximum holding charge will not exceed the charge for three-(3) solo flying hours. (2) If the aircraft is flown an average of three (3) or more hours per 24-hour period, a holding charge may be added; however, the combined holding and flying hour charges will not exceed the charge for three- (3) solo flying hours. b. If the aircraft is flown an average of three (3) or more hours per 24-hour period in support of a single flight order, there shall be no holding charge. C3. DUAL INSTRUCTION: Rental aircraft will on occasion be used for initial checkouts, continuation training and recurring flight checks under the supervision of USAF designated instructor pilots/flight examiners. Charges shall be at the _Unit Price Solo_ rate. Dual instruction flights with FAA certified flight instructors are also authorized for initial checkouts or re-qualification following loss of currency. Charges shall be at the _Unit Solo Price_ plus _Unit Price per hour for Instructor_. C4. ADDITIONAL DEFINITIONS: For the purpose of this solicitation and any ensuing contract, the following shall have the meaning set forth below: Cross Country Flight: A flight across land or water from one geographical location to another, involving landing at one or more place(s) other than the point of original departure.
