- This is a Modification to update the information in the Commerce Business Issue February 8, 2001. This is a Solicitation Notice: This Request for Proposal package will only be available on CD-ROM. In order to obtain a CD-ROM containing plans and specifications for bidding purposes, bidders may obtain bidding documents by submitting their request on company letterhead including name, address, telephone and fax number, applicable solicitation number and title, along with Company check, Cashier's check or Money Order in the amount of $12.00 and made out to "the Superintendent of Documents", mailed to DEFENSE AUTOMATED PRINTING SERVICE (DAPS) PHILADELPHIA, BUILDING 4/D ATTN: MR. ROY BOWESER 700 ROBBINS AVENUE, PHILADELPHIA, PA 19111-5094, (215) 697-1126, FAX (215) 697-1462. All prospective offerors should register on the website for this project by clicking on the Entrance Button to access. You must first create an account, you may view our site without an account, but you will not be able to register for a solicitation unless you have an account. Input your company's information, then click on "Submit" and follow the rest of the instruction. When the Request for Proposal package becomes available, all companies that are register will receive a E-mail letting your company know that you can now download the solicitation package. This will be the seed project for a Multiple Award Construction Contract. The seed project shall involve interior renovation of existing office space and also minor exterior building renovation. Interior work for the seed project includes removal of wood and steel walls, fiberboard ceiling, window AC units and electrical and mechanical items. New construction includes wood stud walls, suspended ceiling, doors, electrical; HVAC and fire protection equipment, lighting, painting and incidental related work at the Naval Support Activity, Mechanicsburg, PA. A MACC (Multiple Award Construction Contract) solicitation will be issued in an effort to acquire future performance of various Maintenance/Construction/Renovation/Demolition services concentrated in but not limited to the NAVICP, Mechanicsburg and surrounding Naval and Marine Corp Reserve Centers. One solicitation encompassing the work requirements for this area will be issued. This procurement will result in the award of up to four (4) Indefinite Delivery/Indefinite Quantity (IDIQ) Maintenance-Construction contracts. Separate contracts will be awarded to the responsible bidders whose bids conform to the IFB (Invitation for Bids). Each contract will be for a 36-month performance period. The solicitation will incorporate an initial or seed project for award. One firm will be selected for the award of the seed project, the other three will be awarded MACC contracts with guaranteed minimum of $5,000.00 over the three years of contract performance. The minimum guarantee will be met when the seed project is awarded under IFB N62472-01-B-0801, for the first contract. The second, N62472-01-B-0802, the third N62472-01-B-0803, and possibly a forth, N62472-01-B-0804, contract will be awarded at the same time, with a guaranteed minimum of $5,000.00 over the life of the contract. The number of days set for the completion of the work under the seed project will be 135 calendar days. The Government reserves the right to award one contract covering only the initial or seed project identified in the IFB. All contractors awarded a contract, including the contractor who receives award of the seed project, will competitively quote on the subsequent task orders. Subsequent projects may be non-complex performance oriented tasks requiring minimal design. They may be scoped by the Government/Contractor team and may not have traditional plans and specifications but may include sketches, and requests for catalog cuts or other submittals. The salient requirements of the task orders may be scoped by the Government/Contractor team in order to develop a mutually agreed upon Statement of Work. Award evaluation factors for individual task orders will consider Past Performance on earlier tasks placed as Task Orders under the MACC contract and other technical factors, or award may be based on price only. Task orders may be a performance scoped, firm fixed price task, with a specific completion date. Since it is anticipated that the first contractor who is awarded the seed project will meet the minimum amount of their contract, if the second thru possibly the forth contractors are unable to competitively secure a task order to meet the minimum guarantee, the Government reserves the right to unilaterally issue a Task Order to satisfy the minimum guarantee. All four contractors will be required to participate in all site walk-throughs and submit quotes for the intended task order. Only those firms awarded contracts will be permitted to quote on the task orders. Quotes from other contractors will not be accepted. A minimum of two quotes will satisfy the competitive requirements for a task order and preclude the necessity of soliciting for a replacement contractor if for any reason one of the contracts is terminated or one of the bidders is not able to participate in the process. The maximum value of the MACC contract will be $15M. A Bid Guarantee in the amount of $1 Million is required and will remain in effect until such time as the first task order is issued/awarded under each of the up to four (4) MACC contracts that may be awarded as a result of this solicitation. The anticipated range for each Task Order will generally be between $25,000 and $5,000,000. Prospective bidders are advised that after bid opening but prior to award they will be required to submit specific specialized experience information pertaining to demonstration of their ability to meet the minimum qualifications, including their subcontractors and/or their employees. THIS SOLICITATION IS HEREBY BEING ISSUED ON AN "UNRESTRICTED BASIS INVITING FULL AND OPEN COMPETITION. FAR Clause 52.219-4 Notice of price evaluation preference for HUBZone small business concerns will be incorporated into the solicitation, and bids will be subject to the evaluation criteria set forth therein. A Small, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan Pursuant to FAR Clause 52.219-9 (Aug 1996) will be required to be submitted by all large businesses being considered for contract award. The NAICS Code (North American Industry Classification System) is 235990 and the Small Business Size Standard is $11.5M. The estimated issue date of the solicitation is revised to 13 March 2001 and the estimated bid opening date is 2:00 p.m. on 13 April 2001 at Northern Division, Naval Facilities Engineering Command, 10 Industrial Highway, MS 82, Tinicum Industrial Park, Lester, PA 19113-2090.
