Description
NASA/JSC plans to issue a Request for Proposal (RFP) for 3 Gulfstream G-1159 (G-II) Aircraft. Multiple contract awards (1 to 3) may result from the RFP. These 3 G-II aircraft will serve as replacement aircraft for the aging fleet of Shuttle Training Aircraft (STA). The STA are highly modified G-II aircraft used to train astronauts in the landing phase of the Space Shuttle Orbiter. This acquisition is supported by a Justification for Other than Full and Open Competition pursuant to 10 U.S.C. 2304(c)(1). The supplies required are a "brand name description" for the Gulfstream G-1159 (G-II) aircraft. Acquisition of the G-II aircraft is essential to the Government's requirements. Prospective aircraft shall be fully operational and airworthy and shall be certificated by the Federal Aviation Administration. As a minimum, the aircraft shall be Serial Number 101 and subsequent (excluding Serial Number 775) shall not have more than 12,000 airframe hours, and shall not have been involved in any accident or undergone significant structural repairs. Additional minimal requirements will be in the RFP. The RFP will include options for additional G-II ground support equipment and additional G-II spare parts. The RFP will include options to trade-in up to 3 NASA G-159 (G-I) aircraft. Options to trade-in may be exercised if all appropriate approvals and authority are obtained and it is determined by the Government to be in the Government's best interest. The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 441229 and $7,500,000 average annual gross revenues, respectively. Any size business may submit a proposal. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFP are those in effect through FAC 97-23, excluding Parts I, III, IV, and V of FAC 97-22. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about March 19, 2001 with an anticipated offer due date of on or about May 3, 2001. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
