- Background "KC-135R MULTIPOINT REFUELING SYSTEM (MPRS) AIRCRAFT MODIFICATION KITS: Notice of Contract Action, Request for Proposal (RFP) F33657-01-R-0017. POC Susan M. Catington, Supervisory Contract Negotiator, or C.P. Mengos, Contracting Officer, (937) 255-1058. USAF Aeronautical System Center has a continuation for the follow-on acquisition of TCTO Kit No. 1-C135(K)R-628, Multipoint Refueling System (MPRS) Kits. The Multipoint Refueling System (MPRS) was developed, tested and production kits acquired under a competitive contract F33657-95-C-0046, awarded to Boeing Military, Wichita, Kansas. MPRS allows for the airborne refueling of probe equipped receiver aircraft from refueling pods on the KC-135R and will allow either boom or drogue refueling during the same tanker mission, but not simultaneously. Boeing Military is the only source capable of providing the MPRS and it should be noted that no new sources responded to the Government's sources sought synopsis published on 6- 1-00. In addition, the Government believes that Boeing Military is the only known source who has an exclusive license agreement with the Refueling Pod OEM, Flight Refueling Limited (UK). Consequently, the Government intends to issue RFP F33657-01-R-0017 on a sole source basis to Boeing Military. The proposed acquisition will include options for 12 Group A Subkits, warranties for each Subkit, and limited management data. Kit installations are not known at this time and are not a requirement of this RFP. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefer not to use established channels to communicate his concerns during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman. Potential offerors are invited to contract ASC's Ombudsman, Mr. Steve Plaisted, (937) 255-9095 with serious concerns only. Routine communication for this acquisition should be directed to the Contracting Officer listed above. "
