- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and Part 13, as supplemented with additional information included in this notice. Simplified acquisition procedures apply and the VA will conduct the procurement according to a combination of Parts 12 and 13 under Subpart 13.5 test program. This CBD announcement constitutes the only solicitation issued. A separate written solicitation will not be issued. Request for Quotation (RFQ) 618-114-01 entitled "Trash Compactor" is issued for Brand Name or Equal supplies. It has been determined that the Government's minimum needs can best be satisfied by Brand Name or Equal supplies. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23 and VAAR 97-8. NAICS Code 333319 applies and the small business size of 500 employees applies. Offeror's proposals are hereby being requested in response to requirements under a firm fixed price contract and shall be submitted on offeror's letterhead or bid form and shall contain the name, title, and signature of person authorized to submit proposals on behalf of the contractor. VA currently owns a Marathon Compactor Model #225HD, S/N #1117, TVS 410 Collector, and PLC2 Processor that needs replacement. VA Medical Center, Minneapolis, MN has a requirement for brand name or equal for a Marathon RJ-250HT compactor, TY 2000 Cyclone Trash Collector, and Allen Bradley PLC5/11 Processor. Item One -- Labor and material to remove and dispose of the existing TVS 410 Collector and TVS 410 Interface Hopper. Remove and dispose of the Ram. Provide and install one model TY 2000 stainless steel (304) Cyclone Trash Collector (Brand Name or Equal) with platform, handrails, and ladder, including one self contained compactor, Marathon RJ-250HT (Brand Name or Equal) with guide rails. Container holds approximately 27 cubic yards. Contractor will provide all the necessary piping, fittings, flanges, gaskets, and compressed air piping, steam piping, and control wiring to connect to and operate with the existing system. Provide and install stainless steel pipe and fittings, 16 inch diameter, to connect to the existing system (11 gauge for trash and 16 gauge for air). Provide service data and maintenance manuals. Provide information on total weight of closed compactor container. Item Two -- Labor and material to remove and dispose of the existing PLC2 processor in the main control panel and the TVS/PC and message reporting system. Provide and install one Allen Bradley PLC5/11 (Brand Name or Equal) processor based control system in the new 128 point I/O rack with the necessary hardware and software to convert the trash system to continuous transport mode, with velocity monitoring, dynamic display, and data acquisition. Hardware to include 686 PC with 17" color monitor, 32mb Ram, and 2.2g hard drive. Provide all software documentation and two TVS maintenance manuals. Replacement items must be compatible with all remaining existing trash system components. Entire system must be up and fully running once replacement items have been installed. Current trash system includes collection stations, tube system, vacuum turbine, variable frequency drive, and software to operate it. Also vendor is to include field service startup, checkout and training. Price proposal will include all costs involved for the system including shipping charges. All items provided will be Y2K compliant. All responsible sources who can meet the VAMC's requirements and provide items as listed above may respond to this solicitation by submitting price and technical proposals on their company letterhead or bid form. Delivery will be made to the VA Medical Center, Warehouse (90D), One Veterans Drive, Minneapolis, MN 55417. Proposals should address number of days for delivery after receipt of order; all evaluation factors; total weight of compactor container, names and telephone numbers of contractor personnel for ordering and problems; pricing; and a statement addressing VISA payment acceptance. The Government intends to make award to the offeror that is most advantageous to the Government's criteria. Evaluation factors will include, but not be limited to: evaluation of descriptive literature, ability to meet the Government's requirement, delivery time frame, warranty, total weight of compactor container, operational performance history, and price/and price related factors. The Government may award a contract on the basis of initial offers received, without discussions. Therefore, each initial offer should contain the offeror's best terms from a cost/price and technical standpoint. The Government will award a single aggregate contract contingent upon best value and the offeror's ability to meet all requirements. VA staff members are solely responsible in determining acceptability of equal products. Offers are due March 23, 2001, at 2:30 pm.
