Description
This is a re-release of a previously issued solicitation, with major changes having been made. The Naval Undersea Warfare Center Division Newport proposes to acquire a radar system for a Government Test Range (AUTEC) at Andros Island, Bahamas. The core requirement is for an in-air tracking system, which includes the following requirements: can be located at a maximum of two geographic sites (of four available) at AUTEC; ability to accurately track a minimum of two simultaneous surface and air targets; ability to accurately track dynamic targets, both along and across the line of sight, with speed greater than 0 and below 90 knots below 400 feet; and speed greater than 0 and below 250 knots at between 400 and 1000 feet, and acceleration below 14 m/sec/sec, mid-range; tracking update rate of once every four seconds; all exterior equipment designed for survivability in an environment similar to AUTEC's (operating temperature between 0 and 55 degrees Centigrade; non-operating temperature between -10 and 70 degrees Centigrade; 0 to 95%, non-condensing humidity; operating wind to 80 knots; non-operating wind to 150 knots; new construction installation area not to exceed 400 square meters at each site; minimum coverage is 90% of the designated coverage area. Core requirement includes contractor installation and integration at the AUTEC, Bahamas site. The previous tower height restriction of 60 meters has been eliminated. The contractor is responsible for all site preparation, transportation of equipment to AUTEC (certain restrictions apply as to transportation arrangements) and construction that is part of its system design, including installing pads/pylons, erecting towers, trenching coral (on land only), installing cables, and back-filling. Options include: critical spare parts for the in-air tracking (core) requirement; an In-Air Surveillance subsystem; and critical spare parts for the In-Air Surveillance subsystem. In-Air Surveillance requirements include: ability to detect/report air targets from 500 to 10,000 feet; ability, under nominal conditions, to detect/report air targets within a radius of 50 nmi. from the sensor; ability to detect/report a minimum of 50 simultaneous targets; ability to detect/report static and dynamic air targets both along and across the line-of-sight with speed equal to/greater than 0 and equal to/below 250 knots; acceleration equal to/less than 14 m/sec/sec, mid-range; target position update at least once every 6 seconds. previous options for life cycle maintenance support and integration support have been eliminated. Type of Contract: FFP. Evaluation: Best Value, with technical criteria of: Technical Approach (system design; implementation approach; supportability); Past Performance; and Management. Delivery: for core requirement (In-Air Tracking) and each of the three options (In-Air Tracking critical spare parts; In-Air Surveillance subsystem; In-Air Surveillance critical spare parts)- 18 months after award.
