- Description
- This publication serves as a notice of intent by the Department of the Navy, Naval Sea Systems Command, Program Executive Office for Mine and Undersea Warfare to solicit on a sole-source basis with Cogent Defence Systems, Queensway Meadows, Newport GWENT NP9 OSS, United Kingdom for items required to support the existing AN/SLQ-37(V)3 Influence Minesweeping System. This requirement is for the following: the manufacture of forty-two (42) MK 17 Mod 3 Magnetic Minesweeping Cable Assemblies, CA-1452, the manufacture of nineteen (19) coaxial minesweeping cables, engineering services, and data. The coaxial minesweeping cable assembly consists of four components: [1] the magnetic power cable, which provides the separation between the ship and the nearest electrode, provides the current path to the conductive environment and return, and provides the tension path for towing; [2] the female shipboard connector that provides the receptacle to receive the connector on the shipboard end of the power cable; [3] the mechanical grip tow stockings to provide four equalized tow points from two grips aft of ships stern, and a third grip to prevent tension from being applied directly to the cable reel; [4] and the covers needed to protect connectors from damage in storage or shipboard handling and the watertight boots necessary to protect the cable from electrolysis when in operation. When assembled properly, the Nylon-11 coated cable assembly is used to provide mechanical and electrical connection to various magnetic sweep configurations. The cable assembly is a very robust design to withstand the U.S. Navy operating environment for 10 years of service. Cogent is the sole designer and manufacturer of the MK 17 Mod 3 Magnetic Minesweeping Cable Assembly and is also the developer of the coaxial (quad replacement) minesweeping cable. Cogent Defense Systems is the only company that possesses the in-depth technical knowledge of the equipment's requirements and material characteristics to satisfactorily perform the work under the contract contemplated herein. Cogent is the only company with the proprietary material processing techniques to successfully fabricate these large diameter cables (up to 6.5-inch diameters). Cogent is the only company with the proprietary materials-analysis and thermal-modeling data necessary to design the proper combination of insulation, jacket, reinforcing, and conducting materials to meet the US Navy's cable specification (tension, IR, hoop strength, conductivity, weight, thermal properties). See Numbered Note(s): 22.
