Description
The Oak Ridge National Laboratory (ORNL) is competitively bidding a subcontract for the treatment and disposal of uranium and thorium chips, including those contaminated with polychlorinated biphenyls (PCBs) that are currently at different Department of Energy (DOE) sites. The uranium and thorium chips must be treated to meet the standards of waste acceptance criteria of the Nevada Test Site (NTS) or the disposal site managed by Envirocare of Utah, Inc. The treatment standards require roasting of the material in a thermal processing unit to convert the uranium and thorium chips to a more stable oxide that can be disposed at either NTS or Envirocare. To date, waste uranium and thorium chips from the Fernald Environmental Management Project have been successfully treated to meet the waste acceptance criteria (WAC) from Envirocare. The Company will hold a pre-proposal conference session in advance of issuing the RFP to foster industry awareness and to participate in this programmatic funding opportunity. The date, time, and place of the pre-proposal conference will be announced at a later date. The Offeror that is selected for an award must demonstrate that they have the capability to treat uranium and thorium chips to conform to the WAC of the disposal site. The demonstration will be on an industrial scale (not bench), shall treat at least three drums, and be completed within 2 months after receipt of an award. The demonstration and further treatment operations will be at the Offeror's facility. Offerors are required to have prior experience with handling uranium and/or thorium chips and to have off-site facilities where the treatment will be conducted. Offerors must have all required permits to operate the facility. A teaming arrangement between companies will be accepted as long as uranium and thorium chips and all the associated wastes are completely treated and disposed with no material returned to DOE. The Request for Proposal (RFP) release date is May 2001. The RFP will be an Evaluated Procurement based on established evaluation criteria. It is anticipated that one subcontract will be awarded.
