Description
Background "The Contracting Division of the ASC Reconnaissance Systems Program Office, Wright-Patterson AFB (WPAFB), Ohio intends to issue solicitations to General Atomics -- Aeronautical Systems Incorporated (GA-ASI) of San Diego, CA through FY 02 to perform various developmental efforts on the Predator Unmanned Air Vehicle (UAV). These efforts will consist of development, investigations, demonstrations, or support of research directed toward the addition of enhancements to the Predator UAV. The contracts to be awarded to GA-ASI will cite FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, as its authority and be supported by an approved justification and approval in which GA-ASI is specified as the sole source for this requirement. This document is in the approval process. The various developmental work will be executed either on new contracts or on new orders issued under a Basic Ordering Agreement currently in place with GA-ASI. It is planned that cost type contracts will be issued starting about 15 April. Efforts such as, but not limited to, studies, developmental work and testing leading toward the integration of various sensors on the Predator UAV are contemplated hereunder. For instance, incorporation of counter proliferation capability and incorporation of a Hyper Spectral sensor on the Predator UAV are examples of the sensor capabilitities being considered. Additionally, the continuation of a contract vehicle structured to quickly award urgent, but yet undetermined, developmental work is also planned to be acquired. This announcement is not a request for a proposal and should not be construed as a commitment by the government to award a contract. All responses will be fully considered. The government must receive all responses within 15 days of publication of this notice. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when a potential offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions and voice concerns before resorting to the use of the Ombudsman. ASC's Ombudsman is Mr. Stephen J.
