- NASA's Goddard Space Flight Center (GSFC), at the request of the Ohio State University (OSU), is seeking an industry partner(s) for participation in the development of the operations architecture development for the Kronos mission. This mission is to be proposed to the NASA Announcement of Opportunity (AO) for the Explorer Program, Medium-class Explorers (MIDEX) and Missions of Opportunity. Additional information about this AO can be found at http://research.hq.nasa.gov/code_s/nra/current/ao-01-oss-xx/index.html The industry partner(s) will: (1)help prepare the overall Kronos mission operations architecture (including space-to-ground communication options, space and ground data systems, mission operations component, etc.) for the initial proposal submission; (2) assist in the Phase A studies if Kronos is down-selected; and (3) oversee (including building and operating) the complete operational system for the spacecraft (under separate contract) should Kronos be selected for flight. The development and operations for science planning, coordination and processing will be the responsibility of Ohio State University or their designate, and the facility will be located on their campus. For portion of this solicitation dealing with the preparation of the initial submission to the MIDEX AO there will be no exchange of funds between the teaming partners. Funding for Phase A and subsequent phases is contingent upon Kronos be selected for those additional phases. GSFC plans to select a partner(s) using the following steps: a. issue the Partnership Opportunity Document (POD), which includes a mission overview of the Kronos mission, instruments, and science and instructions about how to respond to this partnership opportunity; b. receive short (5-page) proposals- 10 copies; c. schedule oral presentations; d. conduct oral presentations within two weeks after receipt of proposals; and e. evaluate oral and written presentations. All Partnership Opportunity Document respondents must submit their written proposals either by mail: Attn: Dr. Ronald Polidan, Code 600, Building 26, Room 200B, Greenbelt, MD 20771 or electronically to: Dr. Ronald Polidan at rpolidan@pop600.gsfc.nasa.gov, no later than 5:00 PM Eastern Standard Time, April 4, 2001. All companies that reasonably demonstrate capabilities across the full scope of the requirement will be invited to present an oral presentation. This Partnership Opportunity Document does not represent a guarantee of selection for hardware or software development. Neither GSFC nor OSU has a requirement for this mission or funds available to support its development.
