Description
The Department of Defense (DoD) has a requirement to develop and manufacture 600 Joint Service Sensitive Equipment Decon (JSSED) Block 1 units. The Block I JSSED system will be a semi-portable device capable of decontaminating sensitive equipment (avionics, electronic, electrical and environmental systems equipment) to a safe level for operational use. Its basic mission is to decontaminate all chemical and biological warfare agents. Operation and storage will be over a wide range of environmental conditions. This acquisition, which will be based on full and open competition, contemplates a single contract that covers multiple phases of the acquisition process. The initial phase, Phase 1 will be for the purchase of three developmental systems. These three systems will undergo government testing to determine the performance capabilities. Phase 1 will cover a period of twelve months. Option 1, Phase 2, will cover a period of 4 years. The contractor will be required to delivery 7 systems which will be modified based on the results of Phase 1 to determine whether or not the system should proceed into production. Option 2 will be for the production of 600 JSSED Block 1, units. Option 3 will be for the purchase of spare and repair parts necessary to support the initial fielding. The government may award up to two contracts for the Phase 1 effort depending on funding availability and the number of potential successful proposals received. Various pricing arrangements are contemplated as follows: Phase 1, Cost Plus Fixed Fee; Phase 2 (Option 1), Cost Plus Incentive Fee; Production (Option 2), Fixed Price Incentive (Successive Target); Spare and Repair Parts (Option 3), Fixed Price Incentive (Successive Target). The final RFP will be released on or about 30 March 2001, with proposals due 45 calendar days thereafter. The Solicitation will be available electronically only. Offerors are responsible for routinely checking the website for any solicitation amendments that may be issued. No individual notification of any amendments will be provided.
