Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source with E and E Publising, 122 C Street N.W. Washington, DC 20001 for subscription renewal to Greenwire. This online subscription service provides daily updates via the Web on environmental policy and issues which EPA finds necessary to have access to key environmental information from hundreds of print, broadcast and online sources. This effort will be procured on a sole source basis from the National Journal. EPA believes National Journal is the only vendor capable of satisfying the Agency's requirements. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The period of performance is expected to be from April 1, 2001 through March 31, 2002. The intent of this synopsis is to determine if any source(s)exists and, therefore, no RFP is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFP will be not be honored. All interested parties must respond within 15 days of the date of this announcement to Natalia Fisher-Jackson, at the above address. Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above; 2) fully explain your capabilities and qualifications and; 3) provide itemized pricing that is sufficient to make a determination that competition is feasible. Response to this synopsis must be made in writing. No telephonic or faxed requests will be honored.
