Description

The proposed contract action is for services for which the Government intends to solicit and negotiate with Rolls-Royce PLC of Gateshead, Tyne&Wear, England under the authority of FAR 6.302-1. The contrator shall manage and execute the ABS design review of the 10-ton and 5-ton Clarke Chapman cranes on the three AFS 8 class ships [USNS SATURN, SIRIUS, and SPICA], which were never certified by any classification society under its cargo gear certification process. Contractor efforts shall include: a. Determine from ABS all of the appropriate plans, calculations, and all other technical information that must be submitted. b. Prepare and formally submit all necessary technical information to ABS Houston, TX. This shall include plans, calculations, design data and analyses, detailed drawings, material certifications, and load diagrams. c. Provide responses to all additional ABS questions and requests for technical information. Obtaining design approval of any crane and similar device from the American Bureau of Shipping (ABS) requires that the designer submit his drawings to ABS for approval. Furthermore, the ABS requires support from the cranes' designer and manufacturer to supply needed information and technical assistance to understand all major aspects of the manufacturing process within a specified time period. As the vendor who designed and manufactured the cranes originally, Clarke Chapman Ltd. is considered the only vendor who is a viable bidder for this work.
