Description
Notice of intent to award a sole source extension of two additional years to International Training, Inc. of West Point, Virginia for international antiterrorism surveillance detection training. The contractor is to provide the following at various worldwide locations: provide personnel for Consultation assignments in addition to the following functions and materials of the contract: (a) All training course instructional materials. (b) All vehicles equipped with sufficient handheld or vehicle-mounted VHS radios to provide radio communication between each vehicle, participants on foot, and instructors during out-of-the classroom exercises. (c) Instructors with four-year college degrees and a minimum of five years practical experience in the fields of international terrorism, VIP protection, and vital installation security with emphasis on counter-surveillance and surveillance detection techniques. Additionally, experience is required in the methodology and operations of international terrorist groups pertaining to pre-attack surveillance targeting of VIP protects, motorcades, vial installations of foreign governments, major events/conferences, and U.S. Embassy assets in overseas environments. (d) Training facilities in accordance with the specific courses identified. (e) Dedicated telephone for long distance/local use by Department of State. Two instructors will be required for each surveillance detection course. The Contractor shall provide licensed vehicle drivers during training exercises. The Contractor shall provide trained role players in various exercise scenarios. The training site shall be located at alternate sites to include foreign countries. The Department of State will consider all proposals received within 15 days after date of publication of this synopsis. This notice of intent is not a request for competitive proposals. A determination by the Department of State not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Department of State. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is the intent of the Department of State to award a sole source contract to International Training, Incorporated of West Point, Virginia.
