Description
The National Oceanic and Atmospheric Administration intends to solicit and negotiate on a sole source basis with S & T Enterprises, Idaho Falls, ID for the use of a Wide Body LongEZ (N3R) aircraft for environmental research as required by the Air Resources Lab, Silver Spring, MD. The aircraft services are required for the purpose of conducting specialized mission related flux experiments. The statutory authority for less than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. S & T Enterprises is the only known source that can provide the specially equipment aircraft required for the required flux experiments. Specific features of the aircraft include Canard airframe with pusher engine; twin electrical systems with 1000W science (clean, spike free, independent of the aircraft's own system) power for operating scientific instruments; port-holes and hard-points to carry the data system; ARL BAT (turbulence) probe; laser array and radar pod; full complement of safety gear including ballistic airframe parachute, 40G four point seat harness, and impact seats. The period of performance will be May 1, 2001 through April 30, 2002 with options to extend the contract an additional two years. Interested persons must identify their interest and capability to respond to the requirement within 15 days of this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of the ability to provide the required services. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about March 27, 2001. Fax requests to (757) 441-3786. Telephone requests will not be accepted. No contract award will be made on the basis of proposals received in response to this notice since this synopsis cannot be considered a Request for Quotation. All responses from responsible sources will be considered. See Note 22.
