- Description
- On or about 12 April 2001,this office will issue Request For Proposals for the construction of Hydrant Fueling System, McConnell AFB, KS. Proposals will recieved on or about 05 June 2001. This solicitation is restricted 100% to small business participation. A Tentative site visit of the proposed work is scheduled for Wednesday, April 25th, 2001, 9:00 A.M. The Contractor shall provide a list of personnel who will attend on Company letterhead by 20 April 2001. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See "Ordering" below. The work will include the following: (Approx.quantities)Provide a 2400 GPM hydrant fueling system with 14 hydrant pits. The system will include: 14 Hydrant Fuel pits; a new Type III Hydrant Fuel Pumphouse and Control Room; two (2) 10,000-bbl capacity operating storage tank with concrete containment berms and basins; 4,000 gallon product recovery tank, potable water, fire water protection, and wastewater collection; distribution piping to fueling pits, hydrant hose truck checkout pad; one (1) new truck fill stand; extension of a fuel transfer line to the new pumphouse; oil-water separator; fire alarm system; emergency shutoff switches; backup diesel generator; and relocate blast deflectors. Proposals shall be submitted in two part; a Price proposal; and a Technical proposal which includes; past performance, relevant experience, qualifications, delivery/construction schedule, extent of Small, Small Disadvantaged, and Women-Owned Small Business Participation. The Price Proposal and the Technical Proposal will have equal weights during the evaluation. The estimated construction cost of this project is between $7,500,000 and $10,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2000:(a) Small Business: 61.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars. (c) Women Owned Small Business:5.0% of planned subcontracting dollars. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within the time period submitted with the bid, after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
