Description
The United States Army Corps of Engineers intends to award an indefinite delivery, indefinite quantity contract for construction services under a Job Ordering Contract (JOC). The work will include the following: minor construction, repair, and alteration of real property at Ft. Leavenworth, Kansas and Richards-Gebaur Memorial Airport at Kansas City, Missouri. One JOC contract will be awarded. Work under this contract will be accomplished by issuing individual task orders. Task orders will be issued on an as-needed basis for a wide range of repair and maintenance as needed within these installations. This work may include but is not limited to the following: repair or replacement of mechanical, electrical or fire protection and detection systems; concrete; asphalt; repairs related to building renovation or demolition; interior remodeling work including carpentry, painting, floor and wall covering; renovation of historic structures; repair or replacement of infrastructure systems; correction of drainage problems; repair or upgrade of structural problems, including seismic upgrades; repair or replacement of roofing, siding, windows, doors or other miscellaneous architectural elements, etc. Work may be accomplished in different types of facilities including: administrative; housing; vehicle maintenance; industrial; warehouses, etc. This project will require a contractor on-call for requirements at Fort Leavenworth, Kansas and as-needed for requirements at Marine Corps Support Activity, Richards-Gebaur Airport. This acquisition will require a general contractor with experience and expertise capable of managing numerous task orders at the same time, requiring construction scheduling, cost estimating, quality control, and coordination of subcontractors in a wide variety of construction trades. The following factors, with the exception of price, shall be used to evaluate offers (listed in descending order of importance): Past Performance; Quality Control; Management Ability; Subcontracting; and Price. Evaluation factors are more important than price, however, as proposals become more equal, price becomes more important and may be a determining factor for award. This agency will consider all proposals submitted by responsible sources. Estimated cost of proposed procurement: Between $5,000,000 and $27,500,000. Estimated time of completion: one 15-month base ordering period and four 12-month option periods for up a maximum of 63 months. Solicitation will be available on or about 30 March 2001. Proposals will be due on or about 15 May 2001. The solicitation will be issued on CD-ROM only. Hard copies will not be available. Copies of the CD-ROM are limited to one per firm.
