Description

The U.S. Army Robert Morris Acquisition Center, Natick Contracting Division, has a requirement for the following: MC1-1C Parachute Systems, NSN: 1670-01-262-2359, Parachute Harnesses, NSN: 1670-01-272-1901, Deployment Bags, NSN: 1670-00-590-9909, Personnel Static Lines, NSN: 1670-00-925-7843, Parachute Pack Trays, NSN: 1670-00-086-7780, MC1-1C Canopies, NSN: 1670-01-262-2360. A 5yr, ID/IQ, Multiple Vendor award is anticipated from this solicitation. The Minimum guaranteed for each award is $750,000.00. The Maximum for each contract will be determined depending on how many contracts are awarded. Various items and quantities from the above listing may be ordered on the first delivery order. This requirement is restricted to contractors listed on the Qualified Products List (QPL) 6645, for the above NSNs. Award(s) will only be made to offerors who are either already listed on the QPL, or who have successfully demonstrated that their product meets the standards prescribed for qualification (FAR 52.209-1). The Government reserves the right to make award(s) under this solicitation for up to 1 year after the due date for receipt of offers, in order to allow offerors who are not yet listed on the QPL an opportunity to demonstrate that their offered product meets all applicable qualification requirements. Offerors who wish to be considered must submit their complete and timely proposals IAW all other requirements established herein. Such proposals must include a plan to demonstrate compliance with the qualification requirement, or obtain QPL listing, and a schedule for achieving that result. The Government will not be responsible for any costs incurred by the offeror in demonstrating compliance with QPL requirements prior to award. The Best Value source selection will be based on the offeror's proposed prices and past performance, which are equal in importance. After award, delivery orders will be competed among the successful vendors based on price, performance and delivery schedule. Pricing shall be filled in on the on the Request for Proposal DAAD15-01-R-0005. Offerors shall also submit a minimum of one-page past performance sheets listing at least three recent references for the same or similar items. The past performance sheets must contain the name and address of each company or government agency, a point of contact for each, a current telephone and FAX number, and a description of the quantity and dollar value of the purchase order/contract. The offeror's past performance will be evaluated to assess the relative risks associated with the offeror's likelihood of success in meeting the requirements stated in this solicitation. Specific areas of past performance examined will include demonstrated technical and schedule performance including, but not limited to, any documented quality problems that have been reported in the last four years, regardless of whether or not the information was provided in the offeror's proposal. The North American Industry Classification System (NAICS) is 314999 and the size standard is 500 employees. The Request for Proposal, DAAD15-01-R-0005, will be posted on the Natick web site: < www3.Natick.army.mil > on or about 7 April 2001. Telephone calls will not be accepted. Firms will not be reimbursed for any costs associated with proposal preparation.
