- Description
- This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEM prepared in accordance with information in FAR Subpart 12.6 as supplemented with additional information included in this notice through FAC 97-22. This announcement constitutes the only solicitation. PROPOSALS ARE REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSED. SOL# is RP-1248-01-00A9, issued as a Request for Proposal (RFP). The North American Industry Classification System (NAICS)code is 336612(boat building) with the size standard of less than 500 employees. This procurement is unrestricted and is being advertised as full and open competition. The contractor shall provide: General: This proposal shall be the manufacturers standard product line for the current manufactures year of this vessel. The vessel shall conform to USCG standards. An aluminum self bailing hull with a insulated cabin, a chambered inflatable "D" collar approximately overall length of 28 feet long by 9 feet wide but not less than stated, shall be constructed, powered, and delivered to Amistad National Recreation Area, Del Rio Texas at 1200 feet elevation. The entire vessel construction shall be of marine welded aluminum materials. This boat will be used only in fresh water. Layout drawings of the vessel will be highly beneficial during the evaluation process. Failure to submit drawings will have a direct effect on the overall final score. Hull: The hull shall be a minimum of .250 and the deck .190, cabin shall be a minimum .125 marine aluminum. The deadrise shall be 24 degrees with the bow entry of 55 degrees. The hull shall be self-bailing with non-return scuppers. The hull shall be solid aluminum sides from the chine to the top of the gunwale and then bend 90 degrees to form a 4-inch gunwale full length. The distance behind the cabin to the transom shall be approximately 7-feet. The inside of the cabin shall be 8-feet long. The transom width shall be approximately 20 inches deep and have storage in the top with a lid and the batteries shall be behind transom doors at port and starboard sides on the deck. The bow shall have a towing , stainless eye. The hull shall have a keel (beaching) guard installed. There shall be six cleats welded on to the gunwale. Two shall be forward, two mid-ship, and two aft on the port and starboard sides. There shall be side trays with a lip on the edge along the inside of the gunwales , both port and starboard about 6-inches from the deck. The deck shall have a soft patch over a minimum 120-gallon fuel tank. The tank shall have baffles and be secured on rubber mounts and placed on longitudinal girders from the transom at the longatuidinal center gravity (LCG). The fill area shall be enclosed on the gunwale to catch gas spills and the fuel vent shall be located into the fill area. There shall be a 25-inch outboard bracket for holding two motors welded to the transom that is an extension of the vessels bottom to the outboard mounting plate This bracket shall be sealed, insulated, and buoyant to support the weight of the two motors. There shall be foam in the hull for noise damping and damping material installed inside the outboard bracket area. There shall be storage under the deck forward of the cabin, rear of the cabin, and below the deck in the cabin. The storage outside the cabin shall have hatches with drains that drain overboard. The cabin storage shall have a hatch without an overboard drain system. There shall be a 24-inch wide dive door with steps and an additional fold out ladder. The door shall have a drain system built in so when the door is raised the water will empty from the door. There shall be a pull line on the door for raising and lowering it. The door shall have a latch that secures it to the gunwale when closed. Inflatable Tube: There shall be a full length inflatable "D" shaped tube with air chambers running from the transom of the port and starboard sides around to the bow. The tube shall be a minimum of 22-inches and of 40oz welded polyurethane construction. There shall be five compartments with four baffles separating them. There shall be a fill/pressure relief valve for each compartment. The outside perimeter shall have a minimum 7-inch fender strip laminated to the tube and below that shall be a minimum 40oz chafe strip down to the bolt-rope. There shall be a bolt rope attachment flanges around the underside perimeter of the tube. The top flange shall be attached to the gunwale. The tubes shall have eight "D" rings and a sunbrella type, material tube cover attached over the tube full length. The color of the fabric shall be light gray. There shall be lettering built into the tube and the sunbrella cover. The lettering shall read NATIONAL PARK SERVICE and shall be approximately four-inch high, block type. The color shall be dark forest green. The color of the tube shall be black. Cabin: There shall be a cabin that is 78-inches high from the sole to the center of the inside top. The width of the cabin shall extend to the inside of the gunwale. The helm controls shall be on the starboard side of the console. There shall be a pipe built into the floor with a cap over it to cover the hole. A table with a standpipe supplied by the Park service will be placed into the built in pipe. Location of the pipe shall be determined after award. There shall be a government furnished Coleman 6700 series or equal roof top mount air conditioner be install into the cabin roof and wired through the generator set for operation. The generator shall be wired through a circuit on the dash. There shall be a handrail on the dash for the helm and the pilot area. There shall be handrails along the top for holding on to when walking along the gunwales. There shall be a welded handrail going full length in the inside of the cabin. Handrails also are to be around the top of the cabin and going down both sides of the back of the cabin. The front cabin roof shall extend 12 inches past the windshield and the rear shall extend 24 inches past the rear cabin. The front windshield shall slope forward with a 25-inch center door opening. The front door height shall be 72-inches. The door shall be hinged on the port side. The windshield shall have tempered safety glass with an intermittent wiper for the helm. The side windows shall be the sliding types. There shall be a sliding door in the rear bulkhead. The door shall be a minimum of 24-inches wide and a minimum of 72-inches high. The door shall open to starboard when opening. There shall be one fixed window on each side of the rear bulkhead that goes half way down. There shall be a closed lockable radio box across the front top of the cabin. The lid shall be hinged on the top and have a holder when opened. The binnacle shall be mounted on the starboard side of the console on a specially constructed boss. The cabin shall be insulated on the top and on the sides below the windows. Bow Door: There shall be a bow door that has an opening width between 33 and 48 inches and is lowered with a hand winch. The door will serve as a walkway to unload people on shore. The walkway shall have a flip out ramp to extend the walkway to the shoreline. Seats and Curtains: There shall be a mariner type seat for the helm with an open storage box it sits on. The pilot seat shall be a bench type with an opening storage box under. There shall be two storage box bench type seats with seat back on the port and starboard side. These seats shall be behind the helm and pilot and have the capacity to seat two people on each seat. All seat and backs shall have three-inch vinyl cushions on them. The seat box tops shall have lids on them. The color shall be light gray with dark green piping and the material shall be marine grade vinyl. Electronics/Electrical: Government furnished electronics, depth sounder, GPS, and a VHF radio shall be mounted and wired for working conditions. There shall be a dimmer switch mounted for dash instruments. There shall be three 12-volt adapter mounted into the dash. There shall be two red/white interior lights mounted in the cabin. Each light shall have it's own off/on light switch. There shall be two batteries with off/ on switches. These switches shall be wired to start either engine if one battery goes down. There shall be an isolator to prevent drawing from the other battery. There shall be a 2,000-gph bilge pump installed. There shall be hour meters for each motor. There shall be two 120-volt marine receptacles located inside the cabin. Their vessel shall have a 110vac 30amp Marinco shorepower inlet or equal wired to shorepower/genset switch, with main breaker and single duplex outlet in cabin and generator wired to main switch assembly. There shall be a generator, Honda model EM3000C or equal mounted and capable of running in a box with an opening in the top, sides, and it shall be placed in front of the helm on the forward deck. There shall be 4-each work lights and one of these lights shall to be mounted on each side of the cabin. These lights shall be adjustable. There shall be one remote 5-inch diameter search light mounted on the front of the cabin. This light shall have 100,000-candle power spot beam or 50,000-candle power floodlight. There shall be one intermittent windshield wiper mounted with the switch on the dash. The steering shall be hydraulic and trim tabs with dash mounted indicators shall be installed. There shall be additional pull lines installed in the wiring run for future installation of wires. Power: There shall be two 200hp, Mercury direct injection counter rotating outboard motors with 25-inch shafts, instrument gauges, and props be mounted and wired for full operation. These outboard engines, props, and instrument gauge package will be purchased by the National Park Service and will be shipped to the manufacture for installation. Paint: The bottom shall have black bottom paint and the outside of the cabin and hull shall be painted white. The entire inside of the hull shall be painted a gray zolatone. The inside of the cabin shall be painted a gray zolatone. The zolatone paint shall be finished with a clear coat. The sole shall be painted with a non-skid durabak surface. The top of the gunwales in the walk and step areas it shall be painted with the same nonskid material as the deck. Trailer: There shall be a galvanized tandem bunk trailer with UHMW runners fastened to the top of the bunk sized to fit the vessel. The trailer shall not be custom made. The trailer shall be legal for all highway roads. The winch shall have a strap on it. The color shall be manufacturers standard color. The hitch shall be ball type sized for the boat and trailer total weight. Vessel shall be delivered within 210 calendar days, or less, from date of award. CLAUSES/PROVISIONS:FAR Clause 52.212-1"Instructions to Offerors-Commercial Items" is hereby included by reference. The following are addenda to FAR Clause 52.212-1, paragraph (b) submission of offerors shall also include (1)Commercial product literature (2) three references for past performance from similar recent requirements, (3)drawings-include layout of vessel (4)list of key personnel, their functions and experience for this requirement,(5)description and layout of ship building facility,(The Government reserves the right to inspect the ship building facility prior to award), and paragraph (g) Offers will only be considered from firms regularly established in the business and who, in the judgment of the Contracting Officer, are able to show evidence of their reliability, ability, experience, equipment, facilities and key personnel directly employed or supervised by them to render prompt and satisfactory service, in the volume required for all items under this contract: FAR Clause 52.212-2 "Evaluation Commercial Items" applies to this solicitation and the following criteria (arranged in their order of importance, in descending order)shall be used to evaluate offers: 1:OVERALL BOAT DESIGN; EASE OF OPERATION, EASE OF MAINTENANCE AND PERFORMANCE 2:PAST PEFORMANCE/EXPERIENCE FOR THIS TYPE OF VESSEL 3:FACILITY LAYOUT AND KEY PERSONNEL 4:CUSTOMER SERVICE AND WARRANTY AND 5:COST. Technical and Past Performance, when combined are significantly more important than cost. FAR Clause 52.212-3"Offeror Representations and Certifications-Commercial Items" is hereby included by reference. The following are addenda to FAR Clause 52.212-4, paragraph(a) Sea trials shall be at manufacturers facility and all defiencies shall be corrected prior to delivery at Amistad National Recreation Area, Del Rio, Texas, prior to formal acceptance. FAR Clause 52.212-5,",paragraphs (a),(d), and (e),are hereby included by reference.
