Description
The U.S. Coast Guard intends to award a sole source contract to Offshore Systems Limited (OSL) Inc., North Vancouver, BC, Canada, to purchase and install an Electronic Chart Position Indicating and Navigation System (ECPINS) in the Primary Crew Assembly Facility (PCAF) at Marinette, Wisconsin. The items to be purchased are: (1) _ 1 _ ECPINS 4200-4000 System, P/N 3-094200-010; (2) _ 1 _ ECPINS 6200-6000 System, P/N 3-096200-010; (3) _ 1 _ Hardware, software and engineering to provide WLB 206-ECP-016 enhancements for ECPINS 4200 and ECPINS 6200 software; (4) _ 1 Installation and set-to-work (up to 3 days); (5) _ 1 Freight and shipping. This system will be used by each of the 11 remaining WLB crews to plan the route to their homeports. The advanced technology of the ECPINS system mandates the training to be conducted on the same systems as used on the vessels. This procurement will provide the same hardware and software system being used on the vessels and will allow the ships crew to completely plan their way-points, layovers and sailing route during the period immediately prior to delivery of the vessel. The proprietary nature of the ECPINS software and hardware prevents the use of another vendor_s software or hardware. Offerors who can furnish the same items listed above may submit, in writing, a proposal substantiated by technical data, brochures, pictures, etc., to include pricing data. Specifications, plans or drawings relating to this procurement are not available and cannot be provided by the Government. All responses must be received within 15 calendar days of this CBD notice, addressed to Commandant (G-ACS-1A/LM), U.S. Coast Guard Headquarters, 2100 Second Street, SW, Washington, DC 20593-0001, ATTN: Linda Mullen. No telephone requests will be accepted. There is no solicitation available. This is a commercial item requirement and the solicitation will be prepared in accordance with the format in FAR Subpart 12. The solicitation will be available for release to OSL, Inc., on or about March 27, 2001. All responses submitting the required information will be fully considered. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
