Description
. The U.S. Coast Guard intends to award a sole source contract to Perkin-Elmer Optoelectonics to purchase 200 high voltage power supply (HVPS) replacement systems currently installed in Fog Detectors. The items to be purchased are to replace the PS-111 HVPS manufactured by Perkin-Elmer Optoelectonics. The high voltage circuitry is close to current design tolerance of 2000 amps and failures are occurring, usually in the R19, Q2, CR13 and CR16 components. Schematics, design measurements, component parameters and processes of manufacture are not available from the Government. They are Proprietary information of Perkin-Elmer Optoelectonics. Requirement: Engineer a _black box_ replace system that will alleviate problems discovered in analysis of HVPS. Produce a HVPS that will: Produce high voltage to operate Xenon flash lamp adjustable between 200VDC to 1000VDC. Produce current that will supply correct power requirements to Xenon flash lamp. Suppress any arcing caused by discharge of 5-microfarad high voltage capacitor. Alleviate arcing between Xenon flash lamp and Xenon flash lamp connector that causes ozone. Fabricate HVPS board that is same size and shape as PS-1111 using state of the art microprocessors and circuit card design that will operate in ambient temperatures of _30F to +120F. Build housing for HVPS exactly in same shape and material as HVPS PS-1111 with mounting holes and attachments in exact location as original. Fabricate Xenon flash lamp connector and Xenon flash lamp to interchange with original. Fabricate interconnecting hardware to connect HVPS, Xenon flash lamp, Xenon flash lamp connector and high voltage capacitor connections to interchange with original. Use of a comparable item not Perkin-Elmer Optoelectonics would not allow the government to work within the confines of the dynamics of the Fog Detectors, which are also, a proprietary item belonging to a separate company. Warranty: These electronic components will work/operate for thirty days of continuous use after installation. Offerors who can furnish the same items listed above may submit in writing, a proposal substantiated by technical data, brochures, pictures, etc., to include pricing data. All responses must be received within 10 calendar days of this CBD notice, addressed to Commandant (G-ACS-1A/CMB), U.S. Coast Guard Headquarters, 2100 Second Street, SW, Washington, DC 20593-0001, ATTN: Christopher Burroughs. No telephone requests will be accepted. This is a commercial item requirement and the solicitation will be prepared in accordance with the format in FAR Subpart 12. The solicitation will be available for release to Perkins-Elmer Optoelectonics on or about March 26, 2001. All responses submitting the required information will be fully considered. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****
