Description
The Naval Medical Logistics Command intends to negotiate on behalf of the Navy Environmental and Preventive Medicine Unit Number 6 (NEPMU #6), Pearl Harbor, HI, with Philips Analytical Inc. for one (1) X-ray Diffractometer (XRD) system. The XRD system will be used for the analysis of air and bulk samples for crystalline minerals such as quartz, cristobalite, tridymite, and asbestos. The majority of the samples are collected by air filter in industrial workplaces. Results will be used to evaluate and protect workers who may be exposed to hazardous atmospheres. Bulk samples will be analyzed to provide environmental toxicity information. Equipment must meet the applicable commercial standards. The detection limits are: 1) Air Samples -- Quartz, Cristobalite, and Tridymite = 5 micrograms (primary line) and 25 micrograms (secondary and tertiary lines) with a total scan time for these peaks of 30 minutes. The Occupational Safety and Health Administration (OSHA) Method specifies 10 micrograms (primary line) and 50 micrograms (secondary and tertiary lines) for these minerals; 2) Bulk Samples -- Quartz, Cristobalite, and Tridymite = 1% w/w each (primary line), Chrysotile Asbestos = 1% w/w. Desirable features include the ability to analyze amosite, anthophyllite, tremolite, actinolite, and ferroactinolite asbestos in bulk samples with a detection limit of 1% w/w. The laboratory has a unique footprint. The equipment within the facility is what makes the requirement unique. The laboratory space is restricted to 48"W x 42"D x 65"H. There must be sufficient space around the equipment to permit access for maintenance. The layout of the room requires that the unit must receive samples from the front. The Navy intends to negotiate with Philips Analytical Inc. as the only source on an other than full and open competition. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation document; proposals are being requested, and a written solicitation will not be issued. Responses must contain sufficient documentation to establish a bonafide capability to fulfill the requirements. The request for quotation number is: N62645-01-T-6003.
