- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, no soliciation will be issued. The Securities and Exchange Commission (SEC) requires the following services: Contractor for simultaneous interpretation and translation from English to Russian and Russian to English for a two-week training program scheduled to take place April 23 through May 4, 2001 located at 450 Fifth Street NW, Washington, DC. The SEC owns a translation booth and electronic equipment for the conference room. Contractor shall provide additional interpreters to staff up to four separately scheduled workshop sessions not located in the main conference room. Contractor shall provide portable wireless equipment for up to 25 individuals to facilitate simultaneous interpretation during the workshop sessions. Additionally, the contractor shall provide two interepreters for two evening events during the training program. Evaluation Criteria: Award will be made on a best value basis to the offeror whose proposal is determend to be technically acceptable and determined by the government to be the most advantageous offer in accordnace with the evaluation criteria. Technical proposals are weighted significantly higher than price proposals. If, however, the technical proposlas submitted receive a relatively high rating, evaluation of the price proposal may be the determining factor for award. Award may be made without discussions. A. Technical evaluation factors are equally weighed. 1. Contractor shall have extensive experience providing simultaneous interpretation of English and Russian. 2. Contractor shall have experience with, and the ability to provide staff with, extensive experience in the interpretation of complex securities terms, legal business and financial terminology. Examples of such experience and ability include, but are not limited to: prior contracts providing interpretation for securities/financial market training programs and conferences, experience arranging for interperteation for groups of over thirty individials, and the proven capability to provide interpreters accredited throught the United Nations and the US Department of State, work experience in the securities industry, experience providing interpretation of highly technocal financial, business and legal terms or advanced education in law/business/finance. 3. Contractor will demonstrate past experience of providing interpretation services for securities industry personnel, including, but not limited to: the SEC, the New Your Stock Exchange, NASDAQ, or the Commodity Futures Trading Commission, the World Bank and the International Monetary Fund. Contractor shall demonstrate quality control procedures to ensure the SEC receives the highest caliber of interpreters. 5. Interpreters will have proven experience with interpreting for senior-level government officials. 6. Contractor will demonstrate past performance by submiting (3) recent references that required the same or similar service. Note 22 applies.
