Description

The Naval Air Warfare Center Weapons Division, Point Mugu, CA, intends to award a contract, using other than full and open competition, to Schreiner Target Services Canada Limited, Medicine Hat, Alberta, Canada, through the Canadian Commercial Corporation (CCC), to provide slow speed, low altitude, Unmanned Aerial Vehicle (UAV) target services. These services are required in support of AEGIS test and evaluation (T&E) events and operations for tracking and live missile-firing exercises. The contractor shall provide all the UAV flight services including a validated threat helicopter radar signature simulation (HRSS) unit as a turn-key operation including target platform launch, in-flight control, and recovery at various Navy ranges. This contract shall be for approximately eight target deployments over a three-year period of performance. Based on earlier market research, only Schreiner Target Services Canada LTD fully meets the requirements for successful performance. Schreiner has developed a unique Helicopter Radar Signature Simulator (HRSS). Additional requirements, that only Schreiner has fulfilled, include compliance with all range safety operational requirements; frequency management requirements; and environmental impact and risk mitigation requirements.
