Description

The United States Army Yuma Proving Ground (USAYPG), Arizona, currently holds a commercial purchase order with Kvaerner Process Services, Inc., 7909 Parkwood Circle Drive, Houston, Texas for Tropic Test Support Services in the Republic of Panama. USAYPG intends to negotiate a sole-source modification to extend this purchase order by six months (for the period of 01 April through 30 September 2001). This extension is required to allow continued, uninterrupted support of two ongoing critical test programs and the Cooperative Research and Development Agreements (CRADA) with the Panamanian universities. Kvaerner Process Services is already franchised in Panama and has an established Panamanian workforce currently supporting these ongoing programs. Due to uncertainties of facilities and equipment availability we are unable to develop a performance work statement that will allow full and open competition. However, we are currently in negotiations with the Panamanian universities to resolve these issues and anticipate issuance of a competitive solicitation prior to the end of June 2001.
