Description
The US Navy operates a secure voice product line afloat, air and ashore. This Request For Information (RFI) is for information from commercial vendors domestic and international that have secure voice telephones & support products. The current solution for interoperability with coalition forces, the STU-IIIA/IIB, is approaching the end of its effective lifecycle. The Space and Naval Warfare Systems Command (SPAWAR) is conducting this RFI to determine the interest and capability of industry to participate in a competitive acquisition for products to support the secure voice program. The respondents are requested to provide information on its line of secure voice products, which could replace the existing STU-IIIA/IIB products, to include the following data. (1) Level of security certifications approved or being developed designating what agencies domestic & international. (2) Interface support i.e. RS-232, Ethernet etc. (3) Vo-coders used. (4) Size. (5) Cost. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that procurement will be issued. However, SPAWAR and the Navy will utilize the information for technical and acquisition planning. It is recognized that cost information which is provided by the contractor is a preliminary estimate for planning purposes; the contractor will not be bound to these estimates. Subsequent acquisitions may follow in the ways that best meet Navy needs. The government invites comments related to possible purchase or acquisition strategies. If there is a GSA or other contract vehicle already available for the technology being proposed, please include this information in the response. Current Navy and DoD needs suggest a 3-year procurement for between 1,500 and 10,000 units. All data received in response to this RFI marked or designated, as corporate or proprietary information will be fully protected from release outside the government. It is not the intent of SPAWAR to reimburse providers for the cost of submitting information in response to this RFI.
