Description
The National Park Service (NPS) requires a fair market value appraisal, addressing all three approaches to value, of a vacant, privately-owned, 238-acre portion of an approximately 800-acre tract of land adjacent to the boundary of Pu'uhonua o Honaunau National Historic Park, South Kona, Hawaii County, Hawaii. The tract is owned by Kiilae Estates, LLC. The 238-acres to be valued is a portion of contiguous lands owned by Kiilae Estates. The purpose of the appraisal will be to estimate the fair market value of the fee interest in the 238-acres considered for acquisition. The function of the appraisal will be to assist NPS in negotiations to acquire the subject property. Six copies of the appraisal report are required. Delivery is required within 45 days of award of purchase order. The price range is $25,000 to $100,000. This procurement will result in a firm fixed-price contract. The North American Industry Classification code (NAICS) is 531320 and the annual size standard is $1.5 million. The procurement will be awarded to the responsible offeror whose offer represents the "best value" to the Government. The best value determination will be made on the basis of (1) quality and (2) price. The Government will assess the quality of each offeror on the basis of the following criteria, listed in descending order of relative importance: (1) Demonstrated satisfactory performance in making fair market value appraisals of partial acquisitions for Federal land acquisition agencies; (2) Demonstrated ability to analyze the feasibility of a potential subdivision development and, if subdivision development is determined to be the highest and best use, the ability to utilize proper methodology, which may include the subdivision method of land valuation; and (3) Qualifications of personnel who will perofrm the appraisal. The Government considers an offeror's quality to be substantially more important than its price. Requests for the solicitation package shall be in writing stating Request for Quotation No. Q8050010114, with complete name, address, and area code and telephone number and facsimile number. Solicitation packages may be obtained from the Contracting Office or be requested by mail or by fax. The fax number is (415) 427-1328.
