- Description
- The Environmental Protection Agency intends to award a sole source contract to International Design Center for the Environment, pursuant to 41 USC 253(c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. The Office of Administration and Resource Management (OARM) has a requirement to design and oversee implementation of the New EPA Campus Gallary Area Exhibits. The EPA will occupy a new, state of the art campus in the year 2001, located in Research Triangle Park, NC. The main entrance in the central office tower of the new campus includes a gallery area. This area will be used to tell how the environmental mission of EPA is carried out through the Agency's own actions in designing, constructing, and operating the new campus. The contractor will be required to deliver design and creative work required for the exhibits. The content of the exhibits shall address full-life-cycle environmental impacts, cost, and functional attributes of the products and services in use on the campus. The contractor will be required to provide text, recorded or other narrative content for the exhibits. Only International Design Center for the Environment posses unique knowledge of the environmental aspects of EPA's new facility gained through extensive independent research. In addition, the project must be completed within in a short time frame, and EPA does not know of another prospective offeror who can accomplish the requirements in the time allotted for this project. The EPA anticipates that a firm-fixed-price purchase order will result from the award of this solicitation. NAICS No. 712110 applies and the size standard of $5M in average annual receipts over the last three years. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Sandra Clark at the above address for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. The capability statement shall include the following: demonstrated relevant experience in the area of environmental and life-cycle research associated with environmentally sustainable construction; knowledge of EPA's history of the RTP construction; and demonstrated successful past performance of the offeror as evidenced by information gathered concerning the a list of contracts completed during the past three years and those currently in process for similar work. If no affirmative responses are received within 15 days of this notice, the Government will proceed with the procurement of these services with International Design Center for the Environment.
