Contractor must be able to obtain and provide a Secret Level Security Clearance issued by Defense Security Service (DSS) prior to solicitation closing. Logistics Civil Augmentation Program (LOGCAP) is an initiative by the United States Army to plan during peacetime for wartime or unforeseen military contingencies using commercial contractors to prepare plans and execute approved plans to provide logistics services and engineering support to augment U.S. forces in support of DOD missions with reasonable assurance of success and within reasonable costs. The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) with a base period of performance of ONE year and NINE one-year options. Task orders will be issued for all requirements and may consist of either firm fixed price, cost plus award fee or cost plus fix fee. Best value procurement will be utilized. No oral presentations are contemplated. The North American Industry Classification (NAICS) is 56121. This procurement is unrestricted. Projected release of the solicitation is 02 Apr 01. Date for receipt of proposals is 22 May 01. There will be a "Pre-Proposal Conference" held on 19 April 01 at the Hampton Inn/LA Convention Center, 2225 N. Macarthur Drive, Alexandria, LA at 1:00. A block of rooms have been reserved for 18-19 April 01 on a first come basis at Hampton Inn/LA Convention Center (318) 487-8500 located in Alexandria, LA. Contractors must respond by 02 Apr 01 to reserve room(s). Ask for " LOGCAP Conference" to reserve room(s). Each company is restricted to three (3) attendees, contractors to notify POC whether or not you will attend. Please provide name and title of each attendee. On 20 APR 01 from 8:00 10:00 AM the government will conduct a site visit to Ft. Polk, LA to view the Force Provider training site. The HQ OSC Electronic Bulletin Board will be utilized to post draft and final solicitation documentation along with questions and answers.
