Description
Submission No. 50F501 is amended to read as follows: This market survey is being conducted to identify firms interested in providing real-time day and night airborne weather surveillance for the 45th Space Wing during scheduled space launch operations. The proposed contract would be a recompetition of the current Airborne Weather Reconnaissance contract. The contract will provide real-time observations and reporting of weather phenomena and parameters in the airspace at Cape Canaveral Air Force Station (CCAFS) and the vicinity as directed and commuicated by the Launch Weather Officer. For every scheduled launch, while waiting for the determination of the need for weather aircraft, it is required that the weather aircraft be staged within 30 minutes flight time of CCAFS, on standby not later than launch minus 3 hours and able to be airborne within 15 minutes of call-up. The types of information required include, but are not limited to, cloud height, thickness, and location, temperature, wind speed and direction, turbulence, type and intensity of precipitation, and lightning observations. The contractor must be able to provide direct observation (including aircraft weather radar interrogation) of the area of interest up to an altitutd of 45,000 feet during icing, moderate turbulence, and Instrument Flight rule ocnditions at any hour of the day or night for a minimum of three hours at a time. Launch operations may be delayed by weather and/or other factors, causing a single operation to require multiple attempts. Proposed contract type is cost plus award fee (CPAF), with a basic contract period of one year, with four 1-year option periods. Firms responding to this survey must (1) state whether they are a small or large business; (2) indicate if a small disadvantaged or woman-owned business, 8(a) firm, or a histroically black college or university or minority institution (HBCU/MI), or a HUBZone small business; (3) provide experience in the form of an outline of previous projects for airborne weather surveillance relevant work completed or currently being performed of equivalent magnitude including contract numbers, description of the work, points of contact and phone numbers; specific experience of personnel identified to perform the work including professional qualifications/certificates; and (4) any other pertinent information which would enable the government to assess a firm's capabilities. Because the government reserves the right to set aside this acquisition based on the responses received, it is imperative that firms respond with the required information so that capabilities can be evaluated accurately. This synopsis is for planning purposes only and does not commit the government to pay for the information requested, issue a solicitation, or award a contract. No technical or solicitation documents currently exist. See numbered Notes 1 and 26.
