Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE AWARD WILL BE MADE USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. The associated North American Industrial Classification System (NAICS) code for this procurement is 541611 with a small business size standard of $5.0M. However, this acquisition is unrestricted and all interested offerors may submit a quote. The Advanced Technology Program (ATP) of the National Institute of Standards and Technology (NIST), U.S. Department of Commerce is seeking a contractor to perform two specific tasks related to ATP's National Meeting. The meeting will be held in Baltimore, Maryland June 3-5, 2001. The Contractor will be responsible for Contract Line Item Number (CLIN) 0001 -- quantity 1 job, Managing the Technology Showcase; and CLIN 0002 -- quantity 1 job, Promotional and Marketing activities to attract attendees. The Statement of Work (SOW): (1) Managing the Technology Showcase -- the goal of the showcase is to allow ATP project participants to display and demonstrate their ATP-sponsored research and corresponding technologies which have added significant value to the U.S. economy. The contractor will be responsible for managing the entire showcase. The contractor will serve as the single interface among the companies, the hotel and the Government and coordinate all activities to maximize space, effectiveness of display and public impact. The contractor will be responsible for maintaining the integrity of ATP's theme -- Technologies at the Crossroads: Frontiers of the Future -- and ensure that all displays fit within this theme. Although companies will be responsible for setting up and dismantling their own exhibits, the contractor must work with the companies to maximize the visual effectiveness of display and the efficiency of set-ups and teardowns. The Government anticipates that a total of 25 to 30 companies (large, medium and small) will participate in the showcase. The Government will provide the contractor with the names, POCs, email and addresses of the companies along with company profiles and their preliminary exhibit layout. The Contractor will be responsible for contacting the companies and arranging coordination/design meetings. (2) Promotional and Marketing -- the goal of this portion of the requirement is two-fold, (a) maximize public attendance at the meeting and (b) maximize nation-wide press coverage of the technology showcase. The contractor should focus on increasing media promotion and coverage of the meeting; increase the number of "first time" participants; and increase attendance of other interested, but related groups (e.g., venture capitalist companies, economic development councils, and Federal, State and local governments). The contractor must coordinate all activities with NIST's Public Affairs Office. The Government will provide the contractor with as much information as possible on ATP sources to include list of technology associations, ATP's contractor mailing list and state outreach sources (including POCs, email, phones, and addresses where possible). The contractor must submit two hard deliverables: (1) project plan (action items and milestones), five calendar days after award and (2) list of all individuals and companies (emails, POC, addresses and phone numbers) contacted by the contractor for this order (date to be determined upon award date). This is a time critical requirement. The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions applies to this acquisition, including subparagraphs: (1) 52.203-6. Restrictions on Subcontractor Sales to the Government, with Alternate I; (5) 52.219-8, Utilization of Small Business Concerns; (11) 52.222-21, Prohibition of Segregated Facilities; (12) 52.222-26, Equal Opportunity; (13) 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; (14) 52.222-36, Affirmative Action for Workers with Disabilities; (15) 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; (21) 52.225-13, Restriction on Certain Foreign Purchases; (24) 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; and Department of Commerce Agency-Level Protest Procedures Level Above the Contracting Officer, which can be downloaded at www.nist.gov/admin/od/contract/agency.htm. In addition to the information identified above, all firms shall submit the following: 1) Three (3) copies of a quotation which address CLIN 0001 and CLIN 0002; 2) Technical approach identifying (a) description of past experience with similar technology conferences (showcasing, publicity, etc.), (b) past performance contacts for similar contracts within the last five years, (c) discussion as to how the offeror plans to meet this time-critical requirement, and (d) visuals showing the contractors work at similar conferences; and 4) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.arnet.gov/far. . Quotations will be evaluated on the degree and quality of information identified in its technical approach, past experience, past performance, and milestone schedule. . The Government will award a purchase order that offers the best value (price and technical factors included). All quotations should be sent to the National Institute of Standards and Technology, Acquisition and Logistics Division, Attn: Romena R. Moy, 100 Bureau Drive, Stop 3572 (Building 301, Room B117), Gaithersburg, MD 20899-3572. Quotations must be received by 3:00 p.m. local time on March 29, 2001. Faxed quotes will not be accepted.
