Description
This notice provides a modification of a previously synopsized requirement. The U.S. Marshals Service seeks to obtain a detention services contract for the housing of 500 (maximum) prisoners in the base year, 1,000 (maximum) in option year #1, and 1,500 (maximum) in option year #2. The prisoners shall be housed in a contractor operated/contractor provided facility which shall be located within a 50 mile radius of both Federal Courthouses in Brownsville and McAllen in the Southern District of Texas. The Government may make multiple awards. The most important evaluation criteria is the availability of bedspace. While the Government may accept offers from offerors who propose to begin housing prisoners at any time, the Government will give preference to those firms proposing available bedspace the soonest. The contractor shall operate the facility in compliance with the most recent standards for adult detention facilities promulgated by the American Correctional Association (ACA) as well as all local, State and Federal code requirements for a correctional facility both structurally and operationally. Examples of services required include: 1) Guard/Security Services, 2) Management, 3) Food Service, 4) Medical and Dental Services, 5) Laundry Service/Facilities, 6) Prisoner Transportation and Guard Services, and 7) Library Services. Service contract employees may be required to meet and pass extensive law enforcement background investigations. The Contract term shall be one year plus two, one year options. Offerors must have verifiable experience operating detention facility(ies) of a size similar to the size of the facility being proposed in response to this RFP for a continuous three year period as of the date the RFP was issued. The solicitation will be available on or after March 30, 2001, and will be distributed solely through the General Services Administration's Electronic Posting System (EPS) web site http://www.eps.gov. Hard copies of the solicitation document will not be available. The EPS site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through the EPS site. Interested parties are responsible for monitoring the EPS site to ensure that they have the most up-to-date information about this acquisition. While the solicitation will be issued electronically, interested firms are requested to send a letter of interest in writing to the Contracting Officer at the above address for establishment of a bidders mailing list. This is not a commercial item acquisition.
