Description
The Seattle District, Corps of Engineers is soliciting proposals for multiple award, multi-year contracts to perform demolition and site restoration of WWII era wooden buildings for Fort Lewis and its Sub-installations in Western Washington. Typical work involves: demolition of wood frame buildings ranging from 60 square foot to 260,000 square foot interior area, and removing and disposing of all debris including asbestos, lead based paint, lead contaminated soil, PCB's, fluorescent lights, petroleum contaminated soil, underground storage tanks and other hazardous waste materials. Three indefinite delivery, indefinite quantity contracts are anticipated to be awarded as a result of this solicitation. As requirements develop, Task Orders will be issued on a competitive or sole source basis to the awardees of this solicitation, at the Government's option. The Government intends to award 3 contracts, 1 to 8(a) contractor and 2 unrestricted contracts under Request for Proposal (RFP) DACA67-01-R-0211. Each contract will include a base year and two option periods. Maximum value of all work awarded under the Multiple Award Task Order Contracts (MATOCs) will be limited to $2 Million per period or $6 Million over the life of the contract. Task Order minimum and maximum limits are $100,000 and $2,000,000 respectively. The solicitation will include a sample project, which may be awarded as the first Task Order to one of the MATOCs. This solicitation will be issued as an Electronic Bid Set (EBS) in CD-ROM format only. EBS CD-ROM compact disks with plans and specs will be available on or about 12 April 2001 at no charge per set. The disks will be issued on a first-come, first-served basis until supply is exhausted. Requests must be made by completing the form at: http://www.nws.usace.army.mil/ct. No phone or fax requests accepted. After the solicitation is issued, compact disks will be mailed to registered firms. The disks may also be picked up from Seattle District's Contracting Division located at 4735 East Marginal Way South, Seattle, WA Monday through Friday between the hours of 7:30 a.m. and 3:30 p.m. Register at the web site at least 7 calendar days before the issue date to assist in having an adequate number of disks made. Estimated dollar value is in the range of $5 Million to $10 Million. The Standard Industrial Classification (SIC) Code has been replaced by the North American Industry Classification System (NAICS) Code. The NAICS code for this project is 235940, which is matched to SIC Code 1795. Project is open to both large and small business. If you are a large business and your bid or proposal will exceed $1 million, you will be required to submit a subcontracting plan with goals for small, HUBZone, small disadvantaged, small woman-owned, and small veteran-owned concerns. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $11.5 million.
