The NAICS code is 33999 for this acquisition with a small business size standard of 500 employees. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Synopsis/Solicitation F30602-01-Q-0385 is being issued as a REQUEST FOR QUOTATION (RFQ) incorporating provisions and clauses in effect through Federal Acquisition Circular 97-23 and DFARS change notice 20001213. Additional information may be obtained at the Federal Business Opportunities internet site URL http://www.eps.gov. Select "Vendors". At Agency, USAF, click on "Offices". At Office, Air Force Materiel Command, click on "Locations". At Location, AFRL, Rome Research Site, Rome, NY, click on "Posted Dates". Item 0001 Miniature Robotic Aircraft, Mfr. By MLB Company 137 Lundy Lane, Palo Alto, CA 94306 OR EQUAL. Uses, Short range surveillance and remote sensing, Powerplant, 0.30 Cubic-inch 2-stroke engine, Fuel, Methanol and oil mixture, Wingspan, 1.5 meter, Gross weight, 8.5 lbs, Payload, 1.0 lbs, Speed, 18 to 45 mph, Duration, 1 hours, Height, 2500 feet, Range, 8 mile radius (telemetry limited), Sensor, Color CCD video camera with 45 deg FOV, Data Link, 72 Mhz uplink 2.4 GHz downlink for video and 1200 baud flight data 800 mw video transmit power, Launch, Hand held, Recovery, Automatic return-to-base with parachute recovery, Guidance, GPS waypoint navigation. Aircraft can operate autonomously once hand-launched, navigating a specified flight path using GPS guidance. Altitude and airspeed are specified for each course leg. Ground Station, Video receiving and recording station for color camera. PC laptop with moving-map and flight data displays is used to monitor the flight and store data. Uplink, Radio control 8 channel PCM uplink on 72 MHZ for in-flight commands. Must include all support equipment for engine starting, power supplies, antennas, and transportation cases. Must also include a warranty and FOB destination. Quantity 1 each. A single vendor must furnish all items. Partial award will not be considered. Other vendors must indicate their interest within 15 days of this advertisement. Anticipated date of order placement is 09 April 2001. Only Small Business will be considered but only if responding with clear and convincing documentation that the proposed items meet or exceed the characteristics of the brand name described at a cost sufficiently more advantageous than the schedule contract names. All equipment shall be of the manufacturer's latest revision. Offerors must include a completed copy of FAR 52.212-3 and DFAR 252.212-7000, Offeror Representations and Certifications-Commercial Items, with your offer. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the specifications or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, Virginia E. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
