Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued. (ii) This combined synopsis/solicitation is issued as a Request for Proposal (RFP #609179). The Federal Bureau of Investigation (FBI) intends to negotiate on a sole-source basis with Datamaxx Applied Technology, Inc. Datamaxx Applied Technology, Inc. is the current communications service provider in New York. Cyberforce software is used because it is the only software compatible with New York's current service provider. (iii) This solicitation document and incorporated provisions and clauses are those in effect through FEDERAL ACQUISITION CIRCULAR 97-21. (iv) This solicitation is not restricted to a set-aside. The North American Industry Classification System (NAICS) code for CLINS 0001, 0002, and 0003 is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) and the small business size standard is 750 employees; the NAICS code for CLIN 0004 is 513321 (Paging) and the small business size standard is 1500 employees; the NAICS code for CLINS 0005, 0006, 0007, and 0008 is 54151 (Computer Systems Design and Related Services) and the small business size standard is 18 million dollars. A firm-fixed-price purchase order will be issued as a result of this combined synopsis/solicitation. (v) The RFP is for the following CONTRACT LINE ITEM NUMBERS (CLIN): CLIN 0001: Quantity: 010, Item Description: RIM 957 Handheld Units CLIN 0002: Quantity: 010 RIM 950 Handheld Units CLIN 0003: Quantity: 010 Holsters CLIN 0004: Quantity: 020 Activation Service CLIN 0005: Quantity: 001 Cyber Force application and access line service CLIN 0006: Quantity: 001 Software Enhancement and support CLIN 0007: Quantity: 0001 Installation CLIN 0008: Quantity: 0001 Training (vi) The Wireless Applications Test Program (WATP) staff of the Criminal Justice Information Services Division has initiated a pilot project involving the New York Federal Bureau of Investigation. The project will allow the New York Federal Bureau of Investigation to test wireless equipment, and provide access to NCIC 2000 through New York's communication system. Datamaxx Applied Technology, Inc. is the current communications service provider in New York. Therefore, the WATP staff has proposed that as part of the pilot project they would provide RIM interactive pagers with Datamaxx's Cyberforce Software which will offer the ability to do NCIC 2000 inquiries. Since Datamaxx is the communications service provider, it is essential that the Cyberforce Software is used since it is the only software compatible with New York's current service provider. (vii) Partial deliveries are acceptable. All training shall be at the Facility located at the following address: Federal Bureau of Investigation, 26 Federal Plaza, New York, New York. Items shall be shipped F.O.B. Destination. (viii) FAR 52.212-1, Instructions to Offerors -- Commercial Items is incorporated by reference and applies to this acquisition. ADDENDUM FAR 52.212-1 Para. (B) Submission of offers. (ix) FAR 52.212-2, Evaluation -- Commercial Items is incorporated by reference and applies to this acquisition. ADDENDUM FAR 52.212-2 Para. (A) The following factors, in descending order of importance, shall be used to evaluate offers: price, delivery and past performance. For past performance evaluation, offerors shall provide names, addresses, and telephone numbers of three customers, Government and commercial, that have utilized the offeror's services for the same or similar item during the past two years. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items with offer. Offerors shall ensure that all Representations and Certifications are executed and returned as required in this synopsis/solicitation.
