Description

This is a combined SYNOPSIS/SOLICITATION for Commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation Number SA700701RC09961 is issued as a request for proposal. (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through FEDERAL ACQUISITION CIRCULAR #90-42, and DEFENSE FEDERAL ACQUISITION CIRCULAR #91-11. (IV) This solicitation is a small business set-aside. The NAICS Code is 541511. Prepare response in accordance with the following Statement of Work (SOW) for Programming and Automation Services in Support of the Weekly Requestor APL/AEL Program. The following tasks will be required of the contractor to establish a solution for converting existing APL and AEL data files (both consisting of DJDE Line Data Format) and a .TXT Index file to PDF format. Analyze APL/AEL system using the services of personnel at NAVICP and DAPS-Mechanicsburg. Create Windows 32 bit application to automate the parsing, sorting, converting and distribution via email of PDF file reports as per the required final specification. Contractor will provide custom programming services to monitor existing files and extract email data information from files if present. If email data is not present, provide cross-reference via a lookup table to obtain email information. Contractor will correlate data between the requestor code and email address. Information should be present in the 3rd file generated by the W06 Program. Establish guidelines for situations when the W06 process would automatically reorder the APL if 2 different people request the same APL with different computation methods. Create email message that includes to subject line, boilerplate text message and external attachments. External attachments will consist of Requestor APLS/AELS in PDF format. Contractor will route PDF files to MAPI compliant electronic post office. Install and test application at DAPS, Mechanicsburg. Indoctrinate and train NAVIPP-M and DAPS personnel as required. Deliver one (1) copy of the database generating software for production and one (1) copy of the database generation software for backup purposes. Project should be delivered within 45 calendar days from date of award. (vi) FAR 52.212-1 Instructions to offerors, Commercial, is incorporated by reference and applies to this acquisition. (vii) FAR 52.212-2 Evaluation, Commercial Items (Oct 1995) is incorporated by reference and applies to this acquisition. (viii) ADDENDUM 52.212-2 Para (a) Award will be based on the greatest percentage of return to the government.(ix) Offerors shall include a complete copy of the provisions at FAR 52-212-3, Offeror Representations and Certifications, Commercial Items (Oct 1995) with its offer. (x) FAR 52.212-4 Contract Terms and Conditions, Commercial items (Oct 1995) is incorporated by reference and applies to this acquisition and resulting contract. The resulting contract will be a firm fixed price. (FFP). (xi) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Oct 1995) is incorporated in this contract by reference.
