- Description
- The US Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Sea-Bird Electronics, Inc., 1808 136th Place NE, Bellevue, WA 98005 for a water sampling device. The SBE 911 Plus CTD, Compact Carousel Rosette sampler device is more specifically described in the following 9 items: 1) Compact carousel (32C, 1a, 3a, 4a) Holds 12 bottles of sizes 1.2 through 8 liters inclusive, configured for use with modern-equipped SBE 911 CTD. Includes electronics release with mounting hub, adapter plates, lifting bail, protective frame, aluminum housing, 6800 meter rating, 9plus CTD horizontal mount kit for Compact SBE 32 and instruction manual; 2) Underwater unit (9Plus, 1a, 2d, 4, 6d, 7) for 911plus CTD to include modular temperature and conductivity sensors with TC duct, SBE 5T submersible pump, redundant T&C input channels, 8 differential input, low pass-filtered A/D channels, stainless steel guard cage, aluminum housing, 6800 meter depth rating, 0-10,000 psia (6800 meters) pressure sensor, 300 baud modem module for water sampler control, SBE 13Y dissolved oxygen sensor, 2000m depth, SB 18 pH sensor, 1200m depth (only) and complete documentation; 3) Datasonics PSA-916 Altimeter (24193), 2000m depth, PSA-916 mounting kit (50228) vertical on extension stand; 4) Y-cable, pH/Altimeter to SBE 9plus; 5) Seapoint chlorophyll fluorometer (24187), 6000m, mounting hardware kit (50213), 3X gain jumper cable (17974), 10X gain jumper cable (17973), 30X gain jumper cable (17972); 6) WETLabs cs-25-660-p (red) C-STAR transmissometer (24183) 600m depth, 25 cm path, mounting hardware kit (50194); 7) Y Cable, Seapoint (1X gain) & C-Star; 8) Biospherical QSP-200L (4 pi) PAR (log amp) sensor (24069), 1000m, mount kit (50129), 12 bottle carousel, cable (17769), 152 cm (DN 30701); 9) Deck unit (11Plus) for 911plus CTD to include IEEE-488 AND RS-232 interfaces, NMEA 0183 GPS interface, A/D input channel for Surface PAR reference sensor, ASCII serial data output port, CTD pressure signal output, audible bottom contact alarm, audio tape interface, 115/230 VAC (switchable) input power, AC power cord, serial data cable, rack mount kit, SEASOFT software, 300 baud modem module for water sampler control and complete documentation. Delivery is required within 6 weeks after receipt of order, fob destination to Duluth, MN. EPA believes that Sea-Bird Electronics, Inc., is the only vendor capable of satisfying the requirement. The circumstance permitting "Other than full and open competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". All interested parties who believe they can provide the required items should submit a written proposal within 15 days from the date of this announcement. The North American Industry Classification System (NAICS) CODE 334516 , which has a small business size standard of 500 employees, is applicable. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored.
