AFRL will not issue a separate solicitation. AFRL is distributing this PRDA electronically through FedBizOpps at http://www.eps.gov. To reach the actual site where this PRDA is posted, offerors enter "PRDA 01-DE-01" into the search option. This PRDA has one submission date. Offerors shall submit their proposals to Marialyn Achille-Argaez at the following address (if mailed): Det 8 AFRL/PKDB (Directorate of Contracting), 2251 Maxwell Ave SE, Kirtland AFB NM 87117-5773; or (if hand-carried) Building 499, Room 127, Kirtland AFB NM. Offerors shall submit their proposals so that they arrive no later than 2:30 P.M. Kirtland AFB local time on 15 May 01. Offerors must mark their proposals with the restrictive language stated in FAR 15.609(a). This is an unrestricted solicitation under NAICS code 54171 (size standard is 500 employees). No portion of this PRDA has been set-aside for historically black colleges and universities and minority institutions (HBCU/MI). Offerors may obtain a copy of the AFRL Guide entitled "BAA/PRDA GUIDE", dated 29 Jun 98, from the Internet. This guide will help offerors understand the PRDA process. A-INTRODUCTION: The Air Force Research Laboratory (AFRL), Directed Energy Directorate (DE), Kirtland AFB, NM is seeking innovative techniques and approaches to atmospheric compensation. Airborne and Ground-based laser transmitting systems require adaptive phase compensation to correct the effects of atmospheric turbulence. Likewise, active and passive ground, air or space-based imaging systems require either turbulence compensation or some other unconventional technique to overcome the adverse effects of the atmosphere. AFRL is seeking analysis, simulation and experimental work relevant to atmospheric turbulence effects in three distinct task areas. The objective of Task 1, Ground-Based Laser Technology, is to obtain analysis, simulation and experimental work relevant to atmospheric turbulence effects for ground-based imaging and transmittal systems. The main technical objective is to understand and advance the present technologies and theories so that new or enhancing concepts for performing atmospheric turbulence compensation, tilt tracking, and imaging can be implemented in ground-based systems of interest. A secondary objective is to develop or otherwise describe the appropriate turbulence models for the laser or imaging systems of interest, as experimental data becomes available. The objective of Task 2, Airborne Laser Technology, is to develop concepts and provide methods for evaluating and solving turbulence compensation problems associated with the Airborne Laser Technology Program. A primary objective of this task is to understand the implications of high altitude atmospheric turbulence for the ABL tracking and higher order compensation systems and to investigate methods for enhancing the performance of these systems. The objective of Task 3, Imaging, is to obtain analysis, simulation, data processing and experimental work relevant to modern imaging approaches. The objective is to develop new imaging approaches and improve the understanding and capability of existing approaches as they apply to Air Force needs. The successful offeror(s) will address the problems stated above and will provide concept generation, analysis, simulation, experiment design and execution, data analysis, and program management for one or more of the draft task areas provided with this announcement. The complete Statement of Objectives, and draft Tasks 0001-0003 will be posted on EPS separately from this announcement. B-CONTRACT REQUIREMENTS: 1. Some of the work may be performed at White Sands Missile Range at North Oscura Peak or Salinas sites. The following base support will be provided: electrical, communications, heating and cooling, plumbing, and heavy equipment may be available if necessary. 2. The following deliverable types of data may be required, depending on the individual task order: (a) Funds and Manhour Expenditure Report, b) Status Report, (c) Contract Funds Status Report (CFSR), (d) System Safety Hazard Analysis Report, (e) Scientific and Technical Reports, (f) Computer Software Product End Items, and, g) Developmental Design Drawings and Associated Lists. Final required Contracts Data Requirement Lists shall be included in the model contract which will be posted to the Government web site www.eps.gov/ prior to the submission date. 3. A Top Secret facility clearance will be required for Task 0001 and contractor personnel will require current Top Secret clearance. Foreign owned firms are advised to contact the Contracting Officer or Project Manager before submitting a proposal to determine whether there are restrictions on receiving an award. 4. AFRL intends to award incrementally funded, Indefinite Delivery, Indefinite Quantity (IDIQ) contract(s) with cost-plus-fixed-fee completion-type task orders. AFRL reserves the right to make no award, a single award, or the possibility of making more than one award within a given topic area. 5. For planning purposes, the anticipated award date is 01 Dec 01. The total duration of the contract(s) is expected to be 48 months. The ordering period is expected to be 48 months. Depending on when the last order is placed, technical effort may extend up to 54 months with an additional 3 months for final reporting, for a total of 57 months. 6. At no time will total dollars obligated on all contracts awarded under this PRDA exceed $13.8 million. The Government funding profile for the STACI program is estimated to be $3.425 in FY02, $3.445M in FY03, $3.465M in FY04, and $3.485M in FY05 for a total funding estimate of $13.8M and is issued in accordance with FAR 52.232-18, Availability of Funds. PLEASE REALIZE THIS FUNDING PROFILE IS AN ESTIMATE ONLY, IS NOT A PROMISE FOR FUNDING, AND IS SUBJECT TO CHANGE DUE TO GOVERNMENT DISCRETION AND AVAILABILITY. 7. In order to avoid, neutralize, and mitigate any organizational conflicts of interest, and based on the general rules in FAR 9.505, Alternates III, IV, and VI of AFMCFARS 5352.209-9002 are anticipated to be included in any contract(s) resulting from the STACI PRDA. C-EVALUATION & AWARD PROCESS: 1. An offeror may propose on Task 0001, Task 0002 and/or Task 0003. Every Task will be treated as a discrete submission. For example, if an offeror decides to propose to Task 0001 and Task 0002, the offeror shall furnish all volumes for Task 0001, and all volumes for Task 0002 separately. The proposal shall consist of a 1) a technical volume which shall include a contractor_s Statement of Work (CSOW) pertaining to the specific task being addressed, technical/management information in the form of overhead slides for an oral presentation, and resumes of key personnel; 2) a cost volume for each task proposal; and, 3) an administrative volume which shall include contractual points of contact, technical points of contacts, Representations and Certifications of Offerors, a Small Business Subcontracting Plan if the offeror is a large business, any exceptions taken to the model contract, a description of any subcontracts being considered for Task 0001, and an approved DD 2345, Militarily Critical Technical Data Agreement. All proposals shall be valid for 180 days from date of submission. AFRL anticipates adequate price competition for this acquisition; therefore, the cost volume shall include information other than cost or pricing data. However, if APC is not achieved, full cost and pricing data may be required. AFRL will initially evaluate all technical proposals by a peer or scientific review process. If, upon initial peer review of the technical volume, an offeror is considered to have been unresponsive to the task(s), a letter will be sent notifying the offeror. The offeror may then decide to either participate in or remove itself from the oral presentation schedule. Every offeror who submits a proposal and desires further consideration for award must make an oral presentation and participate in a Question, Clarification, and Answer session conducted by representatives of the Government. During the month of June 2001, oral presentations will be scheduled at AFRL, Kirtland AFB. Letters will be sent to all offerors stating the dates and times for the orals. After AFRL evaluates the oral technical presentation(s) and performs an affordability review of the cost proposal(s), it will categorize proposals as follows: (i) Category I: Well conceived, scientifically and technically sound proposals pertinent to program goals and objectives, and offered by a responsible contractor with the competent scientific and technical staff and supporting resources needed to ensure satisfactory program results. Proposals in Category I are recommended for acceptance and normally are displaced only by other Category I proposals; (ii) Category II: Scientifically or technically sound proposals requiring further development and are recommended for acceptance, but are at lower priority than Category I; (iii) Category III: Proposals that are not technically sound or do not meet agency needs. 3. Following proposal categorization, AFRL will enter into negotiations with selected Category I offerors. Cost realism will be assessed for those offers selected for negotiation and price reasonableness will be determined prior to making any award. If AFRL enters into negotiations with an offeror, but is unable to reach agreement, that proposal may be displaced by a lower rated proposal. AFRL may at that time enter into negotiations with an offeror not originally contacted for negotiations. AFRL reserves the right to select for award any part, or all of an offeror's proposal. 4. Any unsuccessful offeror may request a debriefing in accordance with FAR 15.506. 5. A copy of a task order's final report under any resultant contract(s) will be available, subject to national disclosure policy and regulations. D-EVALUATION CRITERIA: 1. The evaluation criterion for presentations in descending order of importance is a) technical, and, b) affordability. Technical elements, all of which are of equal importance, include: 1) originality and innovativeness of the technical approach, 2) soundness of technical approach, 3) prior demonstrated experience in atmospheric compensation and imaging analysis to include integration of experimental results and modeling, 4) qualifications of proposed personnel. E-OTHER REQUIREMENTS FOR AWARD: 1. In order to receive a DoD contract, offerors must be registered in the DoD Central Contractor Registration (CCR) system and the U.S./Canada Joint Certification Program. For more information and on-line registration with CCR, see http://www.ccr.dlis.dla.mil. 2. Interested concerns shall have or be capable of obtaining a TOP SECRET facility clearance if proposing on Task 0001 and SECRET if proposing on Task 0002 and 0003. It is anticipated that contractors will have access to or will generate data that is unclassified with limited distribution and/or subject to U.S. Export Control laws. Therefore, only offerors who are certified by the Defense Logistics Information Services (DLIS) may submit offers. The offeror is required to either submit a copy of the DLIS approved DD Form 2345 with its proposal or to the Contracting Officer if access to unclassified, limited distribution data is required to prepare the proposal. 3. In accordance with FAR 16.301-3(a)(1), before an offeror can receive a cost-reimbursement contract, the offeror must possess an accounting system that is adequate for determining costs applicable to the contract. F-PROPOSAL PREPARATION INSTRUCTIONS: A Supplemental Package containing Proposal Preparation Guidelines will also be posted at www.eps.gov one month before submissions are due, or earlier. Strict adherence to proposal preparation guidelines is required. Material which deviates from the guidelines will be separated and not evaluated. G- MISCELLANEOUS INFORMATION: 1. This PRDA does not commit the government to pay for any proposal preparation costs. The cost of preparing proposals in response to this PRDA is not considered an allowable direct charge to any resulting contract. However, it may be an allowable expense under the normal bid and proposal indirect cost, as specified in FAR 31.305-18. 2. An Ombudsman has been appointed to mediate concerns from offerors or potential offerors during the pre-proposal phase of competitive, negotiated acquisitions. The Ombudsman does not participate in proposal evaluation or contractor selection. The Ombudsman can work with responsible acquisition officials to respond to concerns, but will not detract from the authorities of the Project Manager or Contracting Officer. When requested, the Ombudsman will maintain the confidentiality of sources.
