Description
The Pacific Divisision, Naval Facilities Engineering Command, Pearl Harbor, HI, intends to issue a Request for Proposal (RFP) under Solicitation No. N62742-00-R-4501 for Facilities and Equipment Preventive Maintenance at the Armed Forces Research Institute of Medical Sciences located in Bangkok, Thailand. The scope of work for this project will include Plumbing, Electrical, Heating, Ventilation and Air Conditioning preventive maintenance and repair. This solicitation contains three (3), one year option periods to be exercised by the Government if found to be in the Governments best interests. The options may be exercised without further notice. FAR Clause 52.217-8, Option to Extend Services will be included in this solicitation. Proposals will be evaluated on the basis of the following evaluation factors: (1) Past Performance and (2) Price. Non-formal source selection procedures will be used, with award based on the proposal determined to have the best value to the Government considering both Past performance and Price factors. Offers received in response to this solicitation WILL be priced in Thai BAHT currency with award to that succesful offeror to be in Thai Baht. The solicitation, attachments and exhibits will be publicized at http://esol.navfac.navy.mil. The solicitation will be issued electronically only. No telephone requests will be considered. This effort will be solicited on a full and open basis. It is anticipated that this solicitation will be issued approximately 16 April 2001 with a one-time site visit and pre-proposal conference in Bangkok, Thailand scheduled for 18 April 2001. This visit and conference will be restricted to planholders or registered firms only. Prospective offerors must submit e-mail requests for the site visit and conference attendance to Dusichjj@efdpac.navfac.navy.mil by 9 April 2001. Contractors should also call AFRIMS directly at 011-66-2-644-5552 to register with the following information: Company name, Company telephone number, Name of individual(s) attend the conference/site visit (Limited to two representatives per firm) and License plate of any vehicle(s) entering the complex. Prospective offerors shall meet with Government Representatives at the AFRIMS facility conference room no later than 8:30 a.m. local time. The expected closing date for receipt of proposals is on or about 1 June 2001, 1:00 p.m., HST. Response to this annoucement should be prepared in accordance with the instructions contained in the RFP. The estimated date of award is 1 July 2001. The contract will be a combination Fixed Price/Indefinite Quantity type contract priced in Thai Baht currency. Full performance for this acquisition will begin 1 August 2001. Any contract awarded resulting from this solicitation will be on an ALL or NONE BASIS and only one contract will be awarded. Contractors submitting proposals must be registered in the Central Contractor Registration Database http://www.ccr2000.com to be considered for an award.
