Description
The United States Postal Service is seeking Qualification Statements from Design/Build Entities desiring prequalification for award of a Cost Reimbursable Design/Build contract with a Guaranteed Maximum Price for the design and construction of a new Air Mail Center (AMC) to be constructed at the Phoenix Sky Harbor International Airport Phoenix, Arizona. Construction estimates are in the range of $14,000,000 to $17,000,000. The scope of work includes construction of a new 144,937 +/- gross square foot facility on approximately 12+/- acres of land located at the airport. The project includes but is not limited to the following; administrative offices, associated parking, workroom, airmail concourse, Bulk Mail Acceptance (BMEU), loading dock and maneuvering areas and material handling systems. All areas described are approximate; exact areas will be denoted on plans and specifications to be issued with the Postal Service's request for proposal. The total period for design and construction of the project will be 450 calendar days from Notice to Proceed. Only the most highly qualified contractors will be prequalified. To be considered for prequalification the company must: be financially capable; have been business a minimum of five (5) years as a design/build contractor; provide examples of minimum Experience/Performance requirements of two (2) comparable projects with in the past five (5) years (one of which must be completed). For this project "Comparable Projects" are defined as: new construction or renovation of light commercial or similar complexity with a minimum of 100,000 square feet, and a total construction cost of $10,000,000 or more. The Qualification Statements will be evaluated in accordance with the following criteria: Part III, Experience/Performance, includes both Comparable and Non-comparable Experience/Performance and Part IV Capabilities, includes; Organization, Safety, Backlog, Financial Capability, Bonding and Banking. The Postal Service intends to issue a Request for Proposal (RFP) only to companies that become "Prequalified". The Postal Service will select the offeror that provides the overall "Best Value" to the Postal Service, taking into consideration technical and cost related factors. Primary consideration will be given to superior technical or management features rather than lowest overall costs. Prequalification packages are available now and may be obtained by email to: mmille20@email.usps.gov or tbonsall@email.usps.gov. Prequalification packages are due by 3:00 PM EST, April 20, 2001 and should be mailed, using one of the services offered by the Postal Service, to Mr. Mike Miller, Major Facilities Purchasing, 4301 Wilson Blvd., Suite 300, Arlington, VA 22203-1840. Qualification Statements will not be returned.
